UNICEF Albania intends to assess the level of knowledge, attitudes and practices among the general public (adults 18+) towards violence against children. Hence, a nationally representative quantitative study (survey) has been deemed relevant to be undertaken, aiming to explore:

  1. The knowledge among adults as to what constitutes violence against children.
  2. How the adults understand their legal responsibilities vis-à-vis witnessing and/or practicing violence against children.
  3. The perception of the prevalence of violence against children in communities.
  4. The attitudes towards disclosure and reporting violence against children (for each form of violence).
  5. The attitudes and level of trust towards different reporting channels/mechanisms.
  6. Practices of reacting to witnessing and/or perpetrating violence against children.

The results and findings of this study will be used by UNICEF and partners to:

  • Shape interventions that reinforce the implementation of the legislation and policy that protects children from violence and abuse.
  • Build an effective and impactful Communication for Development Strategy to raise awareness and improve knowledge of the Albanian adult population towards Violence.

The purpose of these Terms of Reference (ToR) is to guide interested applicants (experienced international researcher-consultant) to clearly understand the context, objectives, and needs of the proposed assignment. Well-defined and clear application to UNICEF will allow for the most appropriate candidate’s subsequent selection for the job.

In alignment with international and national research quality and ethical standards, under the Guidance of UNICEF staff, and in close collaboration with the National Research Company (to be hired concurrently by UNICEF), the Consultant will provide technical expertise during all the phases of the “Knowledge Attitudes and Practices towards violence against children in Albania” survey implementation.

How can you make a difference?

In close collaboration with the UNICEF Albania team, the Consultant will be responsible to align all needed feedback throughout all the stages of the survey implementation to its highest standards.

The consultant is expected to carry out the following tasks:

  • Review the existing relevant literature and data on violence against children in Albania (preliminary list of materials to be compiled by the UNICEF Albania country office) and deliver an inception report.
  • Draft TOR of the National Research Company that will be responsible for the data collection and statistical analysis of the data for the survey.
  • Draft Research Protocol of the survey, in close discussion with UNICEF team and National Research company
  • Train the professionals who will collect data (approximately 3 days).
  • Draft the survey Preliminary and Final Report, with the contribution of the National Research Company (Final report phase) and present it to the key stakeholders.
  • Performance of other duties as required within the above-given topic, in support to and close coordination with the UNICEF Albania

Main deliverables will be:

Deliverable 1: Review of the existing relevant literature and data on violence against children in Albania (preliminary list of materials to be compiled by the UNICEF Albania country office) and deliver a report which includes a summary of the desk review, proposal on the survey aim and objectives; its methodological approach and timeline of key milestones. Timeline - September 2021

Deliverable 2: Draft TOR of the National Research Company that will be responsible for the data collection and statistical analysis of the data for the survey. Timeline - October 2021

Deliverable 3: Draft Research Protocol in close collaboration with UNICEF team and the National Research Company. Proposed structure of the Research Protocol 1) Introduction and rationale; 2) Aim and Objectives; 3) Conceptual framework; 4) Methodology (contribution to come from National Research Company); 5) Ethical considerations/protocols; 6) Survey limitations/Risks; 7) Detailed Questionnaire; 8) Workplan, including detailed fieldwork with responsibilities and timelines; 9) Proposed structure of the Final Report; 10) data analysis framework; 11) Annexes. Timeline: November 2021-January 2022

Deliverable 4: Draft and present the preliminary findings of the survey (and PowerPoint presentation). Timeline: April 2022

Deliverable 5: Draft the Survey Final Report, once all data analysis is provided from the National Research Company. Timeline: May 2022

The consultant will perform other duties as required for the above mentioned topics.

To qualify as an advocate for every child you will have:

Advanced University degree (preferably PHD) Social Sciences, Development or Gender Studies, Social/Public Policy, Social Work, Psychology, or any other relevant discipline;

  • Minimum of eight (8) years of practical experience in socio-scientific research and/or working with projects linked to child protection or any other similar domain.
  • Proven successful records in conceptualizing, elaborating, and conducting studies on violence against children (preferably quantitative).
  • Sensitivity towards ethics with regards to human, gender, and child rights issues is of the essence.
  • Ability to work closely with a team, and within tight deadlines.
  • Fluency in spoken and written English.
  • Experience of working with UNICEF or other UN Agencies will be an advantage

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
