Result of Service Based on an updated CCA and thorough stakeholder consultations, the UN in Afghanistan has an updated strategic framework identifying UNCT priority areas, ensuring complementary between humanitarian, development, and peace approaches, with its implementation and monitoring supported through robust results and funding frameworks.

Expected duration 90 working days between 1 July - 1 December 2022

Duties and Responsibilities The Transitional Engagement Framework (TEF) is the overarching strategic planning document for the UN system’s assistance in 2022 to Afghanistan after the power shift in August 2021.

It provides strategic direction and coherence; ensures UN coordination, collaboration, and complementarity of action; and provides a basis for joint risk-sharing and accountability during the transition phase. Under the overall guidance and leadership of the DSRSG/HC/RC and day to day guidance of the Head of Resident Coordinator’s Office, the consultant will support UNCT to deliver an inclusive, strategic midterm planning framework building on the TEF to advance the recovery and resilience in Afghanistan.

This will include a consultative process to review the TEF and CCA, as well as establishment of a UN working group, development of collective outcomes linking to the humanitarian response, financing strategy, strategic prioritization, Theory of Change as well as a related Results Framework and Joint Work Plan aligned to the collective outcomes, to systematically track UNCT’s contributions.

The consultant is expected to convene workshops with relevant internal and external stakeholders to build capacity and solicit input to the framework.

Qualifications/special skills Academic Qualifications: Advanced University degree in international development, economics, social sciences, or related field; MA required, PhD an asset Experience: - 10 years' experience in conducting strategic planning, development planning, programming, or evaluation of UNDAF/UNCF/ Country Programmes/Strategies for UN agencies is required. - Strong working knowledge of UN and its mandate. - Extensive knowledge of results-based management/reporting as well as experience in applying theory of change or programme logic to develop results frameworks. - Extensive professional experience in the area of humanitarian assistance and development, including gender equality and social policies. - Knowledge on mainstreaming Gender and Human rights in projects and programmes; and, - Evidence of supporting the development of similar Cooperation Frameworks in other countries. - Prior relevant experience and knowledge of Afghanistan or relevant context is an added advantage Language: - English and French are the working languages of the United Nations. for this assignment fluency in English is required
