Duties and Responsibilities 1. Background of the assignment:

Countries in Eastern Africa are facing vast and diverse challenges ranging from terrorism, corruption, transnational organized crime including illicit trafficking of drugs and firearms as well as human trafficking and migrant smuggling and wildlife crime, at the same time is drug use coupled with limited rehabilitation and reintegration opportunities. UNODC’s mandate and work in Eastern Africa under its different programmes and projects and in particular through its Regional Programme 2016-2023 is highly relevant and has achieved significant impact for its beneficiaries. However, a more coherent and strategic vision is needed at the continental level in order to better support Member States in a continued changing environment with evolving challenges.

UNODC aims to develop a new Strategic Framework to scale up our response and delivery in line with the Agenda 2030 and the African Union Agenda 2063, the UNODC Strategic Vision for Africa 2030, advancing our work during the Decade of Action.

2. Purpose of the assignment:

The purpose of this assignment is to develop a UNODC Strategic Framework for Eastern Africa 2024-2030 presenting a coherent approach with heightened impact vis a vis the challenges facing Eastern Africa. The Strategic Framework will propose accelerated and enhanced levels of cooperation with Africa in the areas of drug control, crime prevention, terrorism prevention, anti-corruption and addressing transnational organized crime.

3. Specific tasks to be performed by the consultant:

The consultant will work under the guidance and supervision of the Regional Representative for Eastern Africa, and in close collaboration with the Heads of the Pillars of the Regional Programmes as well as the Global and Regional Coordinators of all relevant Global Programmes draft the UNODC Strategic Framework for Eastern Africa 2024-2030, she/he will do this based on a desk review, consultations and a validation process. She/he will prepare a summary document as well as a power point presentation.

4. Expected tangible and measurable output(s)/deliverable(s):

  • Desk review: Review and analyze existing assessments, studies, reports on challenges and priorities facing Eastern Africa and linkages to country, regional and continental strategic frameworks (eg. Agenda 2063, AU Strategy on Drugs and Crime and similar strategies, IGAD, EAPCCO, etc.) as well as the UN strategies incl Agenda 2030, UNODC Strategic Vision for Africa and other relevant sister agencies’ strategies and action plans, as they relate to UNODC’s specific mandates and their interconnectedness to the wider peace, security, development agenda.

  • Consultations: Conduct consultations with Member States (Ministries of Justice, Foreign Affairs, DPPs, Police, health authorities, etc. and UNODC Field Offices and HQ thematic sections, relevant regional organizations to collect inputs and recommended approaches in response to needs and priorities. The consultations shall be carried through online and in-person meetings as well as online questionnaires.

  • Draft Strategic Framework: Based on the above, draft the Strategic Framework for Eastern Africa. The Strategic Framework shall clearly articulate how UNODC will respond over the next five years with heightened impact to the challenges facing Eastern Africa. In doing so, the Consultant will take into full consideration existing regional, thematic and global programmes including the challenges, priorities and achievements elaborated therein. The consultant will research and articulate interregional and continental examples of cooperation with a view to promoting synergies and sharing best practices to advance the work in Africa with due attention given to the role of CSOs, private sector, work at the community level and promoting the role of women and youth. The consultant shall share the draft report ahead of the validation session with UNODC for comments and feedback. The Framework shall formulate clear outcomes and outputs of the Strategic Framework. The Framework shall not exceed twenty (20) pages.

  • Prepare a summary document of the consultations conducted and a power point presentation of the Strategic Framework for Eastern Africa.

  • Validation: the consultant shall facilitate a validation meeting with Member States and relevant regional organizations.

  • The Consultant will then integrate the comments and guidance received from Member States, regional organizations as well as UNODC to produce a final version of the report.

  • The Consultant will hold weekly consultations with ROEA to review progress and results achieved. The Consultant is expected to initiate direct contact with relevant key internal and external counterparts in order to complete the assignment.

    Qualifications/special skills An advanced university degree (Master’s degree or equivalent) in law, international development, public policy, political and social sciences, international affairs or related field- is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

- Minimum of 7 years of progressively responsible professional work experience at the international or national level in the field of public policy, governance, policy development and analysis, research, rule of law or related field is required. - Demonstrated experience in drafting strategic documents, policies in the area of criminal justice, governance, rule of law, etc is required. - Knowledge of the Eastern Africa context as well as of conflict/post conflict contexts is required - Excellent analytical skills is desirable. - Strong communication skills and abilities to convey complex messages to a wider audience clearly is desirable. - Excellent drafting skills in English is desirable. - Experience in the United Nations or another international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
