Purpose of Activity/Assignment

With the financial support of the Government of United Kingdom through the Modern Slavery Fund, UNICEF in Albania is implementing the programme ‘Transforming National Response to Human Trafficking in and from Albania’ (hereby referred as the “Programme”), targeting the regions of Tirana, Kukes, Diber and Shkoder. The first cycle of Programme implementation initiated in December 2019 and ended in September 2022. In October 2022, the second cycle initiated, titled “Scaling up an efficient nationwide system response to human trafficking in and from Albania” expected to end in March 2025, with a revised Theory of Change and more in-depth implementation within the same geographic focus. The main objectives of the program for which the qualitative measures are required are: - Outcome 1: Vulnerable adolescents and communities are increasingly resilient to trafficking: they have access to livelihood opportunities, receive enhanced information, and are able to challenge harmful gender norms. - Outcome 2: PV/VoT and population at high risk are empowered through a continuum of protection and rehabilitation services to reduce (re-) victimization and (re-) trafficking. - Outcome 3: Anti-trafficking coordination mechanics are enhanced to advance an effective and evidence-based response In November 2022, UNICEF Albania released the Evaluation Report of the Programme1 (2019-2022), publishing the recommendations of the evaluation team for the future implementation. Recommendation 6 of the Report asks UNICEF Albania to improve on the qualitative measurement of the results of the programme, starting from integration of qualitative indicators to the results framework and preparation of qualitative information/analysis for programme improvement and public awareness.

Scope of Work: The international consultant will be expected to work in close collaboration with the UNICEF child protection team, responsible for the implementation of the Human Trafficking Programme. Main responsibilities of the consultant are to: - Develop the qualitative tools to measure outcome level results of the programme. The consultant will be responsible to propose qualitative indicators for each of the outcomes of the programme, associated with the respective measurements, methodology and tools to collect and report information. - Develop a qualitative tool to document interventions of the Programme (already a draft of the tool is produced by the UNICEF team). Its refinement and validation using one intervention will be required by the consultant. Provide recommendations for the programme team on qualitative aspects of Programme monitoring and reporting.

What to submit

1. Letter of intent to confirm the ability to perform the tasks and confirm qualifications 2. Previous work conducted in this area of expertise including links, samples of work. 3. A concept paper (not longer than 1-2 pages) providing the consultant’s methodology, references, plan for conducting this consultancy. 4. Total financial offer with a breakdown for each requested deliverable of the advertised consultancy in USD. Financial proposal should be all inclusive of all costs, expenses, charges or any) other related costs that the Consultant may incur in connection with the performance of its obligations under the Contract. Any foreseen travel should be also included in the deliverable quoted amount.

To qualify as an advocate for every child you will have…

- Advanced university degree (Master), preferably in social studies or related fields. - At least 5 years’ of documented experience in working with programmes countering human trafficking; - Strong expertise in strategic and programme planning, theory of change, results frameworks and monitoring; - Preferably previous experience in developing qualitative tools exercises; - Preferably working experience with programme implementation with UN Agencies; - Strong analytical skills; - Ability to produce content for high standard deliverables/reports in English.
