Background

The Spotlight Initiative is a global, multi-year partnership between European Union and United Nations to eliminate all forms of violence against women and girls by 2030.

Funded by the European Union, the Initiative is responding to all forms of violence against women and girls, with a particular focus on domestic and family violence, sexual and gender-based violence (SGBV) and harmful practices, femicide, trafficking in human beings and sexual and economic (labour) exploitation. The Spotlight Initiative Regional Programme for Central Asia and Afghanistan (SI Regional Programme) managed from Kazakhstan in cooperation with all participating countries harnesses the collective expertise, experiences, challenges, and energy of gender equality advocates from the five Central Asian countries, as well as Afghanistan.

The Spotlight Initiative Pillar 3 focuses strongly on the continued need for greater cross-border dialogue on shared experiences, and the development of regionally specific approaches on social norm change to fill knowledge gaps at the national level. Changing social norms - including gender norms - and the subsequent attitudes, beliefs, and practices - requires community and nationally driven initiatives. Ending violence against women and girls requires action and allyship from across all of society. The SI regional programme will support a broad range of actors to upscale the concepts of #Don’t Be Silent movement to the regional level. Regional and national partnerships with community-based and regional NGOs, gender equality advocates and survivors of sexual and gender-based violence will be established to drive the Central Asia-wide #Don’t be Silent movement giving voices and a safe space to the survivors of SGBV. Advocacy campaign will invite survivors and advocates to discuss the prevalence of sexual and gender-based violence and harmful practices such as child and forced marriage and bride kidnaping; their impact; the root causes, and the services and rights of survivors.

To complete this assignment, it is planned to hire an International Consultant with sound experience in development advocacy, communications campaigns, strategies, programmes focused on eliminating violence against women and girls, human rights, civil activism, gender communications, PR, engaging activists for advocacy purposes at regional levels.

Duties and Responsibilities

The purpose of the assignment is to provide expert and technical support to UN Women and selected NGO in the development and implementation of communication campaign strategy including media plan and SMM strategy to drive the Central Asia-wide #Don’t be Silent movement giving voices and a safe space to the survivors of SGBV in Central Asia countries. Under the supervision of the Spotlight Initiative regional programme Project Officer (Project Officer), the International Consultant is expected to assist UN Women in contracting NGO, develop the communications campaign strategy; support selected NGO in implementation of the communications campaign strategy.

Concept: the current opportunity is focused on supporting Central Asia-wide #Don’t be Silent movement to:

  1. Raise awareness of different existing forms of violence against women and girls and harmful practices, and its prevalence in Central Asia;
  2. Give voices and safe spaces for survivors of SGBV and activists to discuss the prevalence of sexual violence and its impact, the root causes, and the services and rights of survivors;
  3. Ensure visibility for the Spotlight Initiative regional programme for Central Asia and Afghanistan.

The communications campaign strategy to drive the Central Asia-wide #Don’t be Silent movement will promote partnerships with media outlets and diligently identified activists, CSOs, and social media influencers to take key messages to virtual communities across the region, at multiple levels and through effective channels.

Branding: Follow communications and branding guidelines of the Spotlight Initiative. The SI Regional Programme team including Communications Officer will provide guidelines on branding of two initiatives Spotlight Initiative and Central Asia-wide #Don’t be Silent movement.

Markets: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Adjustments could be made depending on available networks, support and resources.

Outlets / Platforms: YouTube, Instagram (there is already an Instagram page for NeMochi.asia with 617 followers. The page was created within Pillar 6 small grants component of the Spotlight Initiative Regional Programme), Facebook, Tik Tok. In partnership with regional and/or national media to held panels/talk shows on Radio and TV (shared on You-Tube) with activists, survivor and other supporters debating the root causes of SGBV and the shared responsibility of ending VAWG. Short videos could be shared in web messengers e.g. WhatsApp / Telegram, podcasts platforms, other media outlets. Final selection of outlets and platforms could be made based on availability and effectiveness of resources use.

All public communication activities, documents, and products require a pre-approval with the UN Women. The Consultant will not be considered as an official representative of UN Women and Spotlight Initiative Regional Programme and cannot provide information or express opinion on behalf of the organisation.

Duties and Responsibilities

The International Consultant will be responsible for the following tasks:

  1. Develop a detailed work plan for the assignment.
  2. Consult with the SI Regional Programme team, SI country teams, NeMolchi Kazakhstan, NeMolchi Kyrgyzstan, NeMolchi Tajikistan, NeMolchi Uzbekistan, and other relevant partners to: gather and analyse all relevant background information and data; develop an overview and clear objectives of the campaign.
  3. Develop terms of reference and other required documents for partner agreement for the NGO to produce the content of the strategy and deliver the strategy action plan. Assist UN Women with selection, contracting, and onboarding the NGO.
  4. In partnership with the selected NGO decide on one primary audience and two secondary audiences; develop and agree on key messages of the campaign; review and agree on the campaign expected results. Review and agree on suggested by the NGO formats of the campaign delivery (e.g. social media engagement, radio talks , podcasts, video interviews with survivors and activists, other media products etc.). The NGO will test key messages in target countries. The NGO will find regional/national and community level platforms and channels. Consider youth engagement and outreach.
  5. Based on the analysis, testing, and insights gathered as the result of deliverables 2 and 4 and in partnership with the NGO, the Consultant will develop a communications strategy, suggest communications and visibility action plan with calendar of events, for scaled outreach and engagement. The communication campaign strategy should include but not limited to overview and objectives, messages, audiences, suggestions on the content, media plan and SMM strategy, evaluation matrix with targets and indicators suggestions on the channels, partnerships. The Consultant will then present the strategy and deliverables to UN Women for feedback. Up to 3 rounds of revisions/refinements should be expected. Ensure that ?Principles for Ethical Reporting on Gender-based Violence Survivors?, ?Guidelines on UN System photos? and ?Principles and Guidelines for Ethical Reporting on Children are reflected in these documents and communication campaign strategy.
  6. Oversee implementation of the communications campaign. Counsel an NGO on efficient fulfillment of the communication strategy and activities. Provide report per the defined and agreed evaluation matrix after 2-3 weeks of the campaign launch.

The selection process of the International Consultant will be based on the following criteria:

Education:

  • Bachelor degree or equivalent in gender studies, human rights, media and communications, social development, or any other related fields and relevant for this assignment

Experience:

  • At least 7 years of proven track record of projects in the field of public advocacy and participation, human rights, social inclusion and development, or similar field. Experience in gender equality and women empowerment is a strong asset;
  • At least 5 years of managerial experience in coordinating large-scale communications, PR, information campaigns especially in gender sensitive topics;
  • At least 5 years of proven experience in digital and social media;
  • Experience working with UN agencies or other international organizations on similar issues in the field of gender equality and human rights.

Languages:

  • Excellent written and oral skills in English.
  • Excellent written and oral skills in Russian is a strong asset.

IX. Evaluation process

Applicants must meet the above minimum qualification requirements, which will be included in the technical evaluation process in the future. The next stage of the evaluation process will be maintained by cumulative analysis methodology of the technical proposal (70%) and the financial proposal (30%) of the applicant.

Maximum total technical evaluation scoring (70%):

700

Only candidates, who will score at least 490 (70%) out of the maximum 700 points during the technical evaluation process, will be qualified for financial proposal *.

* Each candidate will be invited to submit consolidated financial proposal in KZT (a ‘consolidated financial proposal’, which includes applicant’s all the expenses required to perform the assignment).

The financial proposals of technically qualified candidates will be requested and will be weighted in terms of selection points as per the following formula:

B = T + Clow / C x 300, where

T is a universal technical score awarded to the evaluation of the proposal (only those proposals that pass 70% of the technical evaluation);

C is the financial proposal of the candidate; and

Clow is the lowest financial proposal among all evaluated candidates.

300 is the maximum financial point that can be obtained.

The successful candidate will have accumulated the highest aggregated point (technical and financial scoring).

Payment will be made only if the expected results will be achieved, agreed package of documents and reports provided without delay and approval by UN Women.

  • Financial proposal in USD, which includes all the costs and expenses that the International Consultant will have to fulfil all the tasks under this Terms of Reference. The Consultant should also include the daily rate ad lump sum in the submitted financial proposal in dollars.

Only candidates who have passed the preliminary selection will be informed. There might be an online interview conducted by UN Women.
