You have:

  • The consultant must have a master’s degree in Hydrogeology, Civil Engineering, Water resources or Climate Change, Environmental studies, or Economics.
  • At least eight years of experience in the field of WASH with at least three in programme contexts.
  • Experience working on at least five successfully funded WASH climate proposals for bilateral donors.
  • Demonstrated experience of key international climate funds.
  • Fluency in French and English is required.

For every child, a champion

This consultancy will provide support to Water, Sanitation and Hygiene (WASH) staff in UNICEF Chad Country Office and key Government and development partners in the critical area of the development of climate proposals for WASH programme and the WASH sector. The support will include technical guidance on the climate rationale, as well as the conceptualization of the project design and the integration of these into the different types of proposals. The Consultant will support the identification of the most appropriate potential sources of funding/co-financing and will support the development of proposals and/or Concept Notes for Climate WASH interventions.

How can you make a difference?

The consultant will provide technical support for a range of activities for Chad Country Office, but this can be reviewed during the inception phase, depending on the need of the country office and the available funding options:

  • Review of the climate rationale, highlighting areas to be strengthened
  • Technical support on the conceptualization of potential climate WASH projects
  • Technical advice on different funding/co-financing options (including major climate fund) and recommendations on the most optimum
  • Development of bilateral climate proposals
  • Development of GCF Readiness proposals in association with the Chad National Designated Authority and UNICEF country/regional office
  • Development of Project Preparation Facility proposals in association with the respective National Designated Authority, Direct Access Entity/ government agencies and UNICEF country/regional office
  • Development of Concept Notes for submission to key international climate funds in association with the respective National Designated Authority, government agencies and UNICEF country/regional office
  • Development and review of proposals for bilateral and multilateral donors, integrating climate resilience.
  • Review of existing proposals and Concept Notes, making suggestions where these need to be modified with clear guidance on what needs to be changed.

Expected results :

The consultant will support the country office and the Government of Chad to mobilize resources on climate change, to respond to key climate risks affecting water, sanitation, and hygiene services.

Work relationship and deliverables :

The consultant will work closely with the UNICEF Chad WASH team, under the supervision of Chief WASH. He/she will also work closely with the Government partners and other development partners in the sectors of WASH and Climate Change.

Minimum qualifications and experience required:

Education: The consultant must have a master’s degree in one of the following fields or related fields: Hydrogeology, Civil Engineering, Water resources or Climate Change, Environmental studies, or Economics

Professional Experience: He/she will have:

  • At least eight years of experience in the field of WASH with at least three in programme contexts
  • Experience working on at least five successfully funded WASH climate proposals for bilateral donors
  • Demonstrated experience of key international climate funds
  • Understanding of UNICEF programming contexts

Language:

Fluency in French and English is required.

Technical and financial proposals:
