BACKGROUND:

The UNICEF Bhutan CO is preparing for its new Country Programme Document (2024-2028) in the context of the new United Nations Sustainable Development Cooperation Framework (UNSDCF), national priorities and COVID-19 pandemic impacts. As part of the CPD development process, between now and May 2023, UNICEF Bhutan will undertake a number of internal and external reflection exercises and develop strategic planning documents, such as the Country Programme Document (CPD) and the Programme Strategy Notes (PSNs)/Programme Rationale documents with a strategic focus on SBC. Globally and locally, there is a growing emphasis on the need for strategic social and behaviour change (SBC) programming excellence that is science-based is people-centered (participation, engagement, accountability); and expanding programming territories beyond communication; and leadership for corporate attractiveness and partnerships.

As continuation of the Covid-19 RCCE, currently UNICEF Bhutan in collaboration with government partners, CSOs, youth volunteers’ network; faith-based organizations and local media is in the process of implementing a multisector social and behaviour change (SBC) intervention to address concerns around prevention of VAC and in promoting mental health of children in three districts. The immediate objective of this SBC initiative is to improve knowledge and service seeking behaviours among children, parents and care givers.The medium-term objective is to strengthen SBC systems and partnerships including developing platforms and capacity building for meaningful community engagement and generating behavioural insight evidence for informed programming.

However, the SBC section in the CO is a one manned section that caters cross sectoral SBC technical support; managerial roles as well as other additional hats to support the country team. Given the situation, technical support of a senior international SBC specialist is critical to provide technical support and guidance in developing an SBC strategy including ToC and operational guidance for the new CPD, and support implementation of the ongoing SBC project on VAC and mental health of children.

Purpose of this consultancy:

The purpose of the consultancy is for technical support in 1) developing a SBC strategic framework to support the new CPD priorities aligned with the regional and global SBC strategies; and conduct an SBC training workshop for UNICEF programme staff and key IPs; 2) support in implementing and monitoring the on-going SBC campaign and in documenting best practices and experiences to influence scaling up; 3) and support FNPH in developing an updated SBC training module for pre-service and in-service health workers The assignment will entail the following details.

  1. To provide technical support and guidance in developing a SBC Strategic framework to support the new CPD priorities that is aligned with the global and regional SBC strategic including preparation and facilitation of UNICEF Bhutan internal SBC strategic prioritization exercise and developing the SBC Theory of Change (ToC) narratives. And conduct an SBC learning workshop for UNICEF staff and implementing partners as part of the process.
  2. Support the SBC section and collaborating partners in implementing, monitoring and documentation of the ongoing EVAC and mental health of children SBC campaign best practices to influence Government agencies and development partners for multi-sectoral partnership for scaling up the intervention in the future.
  3. Provide technical support in revising and facilitating the SBC training module for pre-service and in-service health workers.

To qualify as an advocate for every child you will have…

A qualified Social Behaviour Change Communication professional with advanced university degree, preferably master’s or higher in social and Behaviour Change Communication or social science or journalism or Mass Communication from credible institution.

The candidate should have at least eight years work experiences in developing and implementation of SBC/C4D strategies.Similar profile with government department, CSOs, media and other social service sectors including facilitating workshops and trainings. The candidate should have familiarity and experience in using quantitative and qualitative research approaches and tools, proven analytical and report writing skills with excellent written and spoken communication skills in English. Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
