How can you make a difference?

Under supervision of the Chief Education and in collaboration with the National Institute for Training of Teachers and Education Professionals (INFORDEPE) of the Ministry of Education, Youth and Sport (MoEYS), develop a specialized training programme for teachers aimed at ending violence in and through schools, train INFORDEPE master trainers, and support the initial roll-out of the training of teachers. This project is part of the EU-UN Spotlight Initiative on ending violence against women and girls.

Work Assignment:

1. Conduct a desk review of:

  • Legal and policy framework, action plans and guidelines of the MoESY related to violence in schools and teaching and learning methodology
  • Existing teacher’s training programs in Timor-Leste (from INFORDEPE and other organizations) relevant for this assignment
  • International references about ending violence in and through schools and examples of training programmes from other countries
  • Research about violence against children in Timor-Leste and community practices that support child’s wellbeing and peace

2. In collaboration with INFORDEPE, plan and conduct class observations (in person or through collaboration with the National consultant) and consultations with stakeholders, including students, teachers from rural and urban areas, school directors and inspectors, other organizations that deliver teacher training programmes, people involved in community-based conflict resolution practices, etc.

3. Develop the outline of the training programme including the syllabus with the key objectives per module, the delivery modalities and the timeline for implementation.

4. Develop the training programme manual for facilitators and for participants, the training materials for the sessions (if needed) and the monitoring and evaluation plan and tools (Translation to Tetun and graphic design will be managed by UNICEF).

5. Conduct a validation workshop and integrate the feedback and inputs provided by participants.

6. Develop the concept and scripts for the online component of the training programme, including the guidance for the teachers and students that will be featured (if applicable) and for the video production company that will be contracted.

7. Support the process of developing the online component of the training programme, by liasing regularly with the national consultant, the video production company and INFORDEPE, and by providing feedback and inputs for the draft versions of the videos developed until their finalization.

8. Prepare and conduct ToTs for INFORDEPE master trainers in Dili and at least one regional centre. If the COVID-19 restrictions allow, the ToTs should be conducted in person. If not, they will have to be conducted online, with the necessary adaptations. The ToTs can be done throughout a number of days spaced in time, if that is beneficial in terms of acquisition of knowledge and skills, as well as for practical reasons. If necessary, training sessions for the national consultant to build his/her capacity to facilitate the training sessions should also be conducted.

9. Support the roll-out of the pilot training programme for teachers by INFORDEPE, including providing regular support sessions for INFORDEPE master trainers. Detailed tasks to be agreed with UNICEF and INFORDEPE.

Deliverables:

1. Report on the desk review and recommendations for the training programme (10 days)

2.1 A plan for the class observations and consultations, including a timeline, expected results, questionnaires and a list of stakeholders to consult.

2.2 Analysis report from the class observations and consultations, including main recommendations for the development of the program, its implementation and sustainability.

2.3 Presentation of the key findings and recommendations, to INFORDEPE and UNICEF (12 days for deliverables 2)

3. Outline of the training programme (5 days)

4.1 Manual for facilitators

4.2 Manual/handouts for participants

4.3 Training materials for the sessions (if needed)

4.4 M&E plan and tools (20 days for deliverables 4)

5.1 Report of the validation workshop for teachers and stakeholders

5.2 Final versions of deliverables 3.1, 4.1, 4.2, 4.3 and 4.4 (10 days for deliverables 5)

6. Concept, scripts and guidelines for the online component of training programme (8 days)

7. Evidence of support provided, including feedback to the draft versions of the video products developed (5 days)

8. Report on the ToTs conducted (15 days)

9. Report on the support provided to INFORDEPE (15 days)

Duration of Assignment: 100 working days from August to December 2021.

To qualify as an advocate for every child you will have…

  • Master’s degree, preferably in Education, Psychology, Social Sciences, Humanities or related field
  • At least 5 years of work experience in the Education sector and/or child psychology
  • Previous experience in developing, leading and facilitating teacher’s training programmes for the prevention of violence against children
  • Excellent understanding of non-violent communication, child’s neurodevelopment and classroom management techniques
  • Previous experience working in developing countries, and in Timor-Leste in particular, is an advantage
  • Previous experience in developing online learning programmes and products is an advantage
  • Fluency in English
  • Fluency in Tetum or Portuguese is an advantage
  • Strong written and verbal communication skills, excellent communication with peers and non-technical stakeholders.
