Result of Service The consultant will work under the overall guidance of the UNODC Regional Representative for the Middle East and North Africa, in close coordination with the Head of Office, UNODC Libya and the direct supervision of the Programme Coordinator, TIP/SOM based in Egypt. The Consultant is expected to coordinate their work with a team of international and national experts.

The consultant will perform the following tasks: 1. Provide inputs into the development of the agenda and concept note for the training and develop training material including power point presentations 2. In consultation with national and international experts, develop detailed case studies that will be used for the group work during the training including with a specific focus on the investigation and prosecutorial process. 3. With the team of experts and UNODC facilitate the training programme for Judges and Prosecutors. 4. Finalize a training report (with the training material) including recommendations for future trainings.

Work Location Home based and missions to Tunis or Istanbul

Duties and Responsibilities In August 2019, the European Union (EU) and United Nations Office on Drugs and Crime (UNODC) launched a new project on “Dismantling the criminal networks operating in North Africa and involved in migrant smuggling and human trafficking”. The project aims to step up efforts in the North Africa region to combat both people trafficking and smuggling of migrants and also support international efforts to address migration challenges in the Mediterranean. Developed under the strategic framework of the EU Emergency Trust Fund, the project covers Egypt, Libya, Morocco and Tunisia and combines a focus on the regional dimension of the fight against smugglers and traffickers with efforts to strengthen national criminal justice capacity and uphold the rights of migrants, refugees, asylum seekers and vulnerable groups. As part of this project, Output 6.1 aims that the capacity of criminal justice practitioners to prosecute and adjudicate cases of human trafficking and migrant smuggling are strengthened and specifically activity 6.1.1 is to deliver gender-sensitive training to criminal justice practitioners on effectively prosecuting cases of human trafficking and migrant smuggling.

To meet the project’s objectives, UNODC is proposing to engage a team of international consultants to develop and deliver training to Libyan Judges and Prosecutors to effectively prosecute and adjudicate cases of human trafficking and migrant smuggling.

Qualifications/special skills Academic Qualifications: An advanced university (Master's degree or equivalent) in the fields of law, criminology, public administration, political science, international relations and/or relevant professional experience in the field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: At least 10 years of experience in the area of criminal justice and in international cooperation in criminal matters, as a prosecutor, investigator, judge, researcher, university professor, or similar profession, is required. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage
