Background

On February 21, 2019, with approval from the Prime Minister of Cambodia, the Council of Ministers ratified six policy measures through ‘SorChorNor 213’ (Policy Circular 213), in which the second policy measure ratified directs the Ministry of Planning to include all People Living with HIV (PLHIV) into the IDPoor programme in support of a sustainable approach to eliminate HIV by 2025. Policy Measure 2 states “The Ministry of Health and the Ministry of Planning shall determine that people living with HIV are vulnerable groups who are eligible for the Equity Card (IDPoor card) that ensures access to health care and social protection schemes.” The enrollment of PLHIV in social protection programmes is also included as a Joint Monitoring Indicator (JMI).

As a direct follow up to and ensure implementation of the aforementioned policy measure, with technical support from UNAIDS and UNDP, a technical team co-leading by the Ministry of Planning and the National AIDS Authority as well as involving by other key government institution and CSOs including PLHIV networks, has been activated to take forward the implementation of PLHIV registration in the IDPoor Programme. The MoP has agreed that all PLHIV who are not yet covered under IDPoor programme, could be provided with individual Equity card, rather than household based equity cards, and registration could be done at ART sites where PLHIV accessing HIV treatment to ensure confidentiality of their HIV status. Equity card holders are automatically eligible for health equity funds (HEF) scheme and other social assistance benefits. Ensuring that all PLHIV are entitled to Equity cards will ensure their entitlement to HEF and other social assistance benefits. However, the processes of identifying people living with HIV and issuing HEF cards should not compromise patient confidentiality.

In parallel, the MoP with supports from the Government of German through the GIZ, is re-developing a main nationwide IDPoor registration system in which expect to launch within 2022. This serves as a great entry point to enable the systemactic registration of PLHIV in IDPoor system through a building in a web-based registration system which can be done at ART sites and synchronise with the broader IDPoor registration system.

However, to ensure practicality and guide development of IDPoor registration system and application for individual PLHIV at ART sites, there is a need to understand the requirements and needs of planned registration mechanism, complex arrangements of the two systems, define clear scope of web-based registration system for PLHIV including processes and with taken into account the client’s confidentiality and data privacy.

Duties and Responsibilities

In close consultation with technical team, UNDP and UNAIDS, the consultant is expected to undertake the following tasks:

  • Conduct desk review of relevant technical documents and government rules/regulation concerning HIV and IDPoor programmes;
  • Conduct consultation with relevant stakeholders including MoP, GIZ, NAA, NCHADS, NGOs working on HIV/AIDS programme, PLHIV networks to assess the needs on the development of web-based registration system for PLHIV and the dynamic of PLHIV registration at ART sites;
  • Participate in all strategic meetings and high-level stakeholders including government and development partners and technical team – the meetings will be held physical and/or virtually;
  • Identify needs and requirements, and scope for implementation including:
    • Technical concept
    • Data modeling (including concept for data import)
    • Usecase Diagram
    • Process flow Diagram
    • Architecture Diagram
    • UI Design for mobile and web app
    • ART database analysis (if auto syncing between ART and IDpoor required)
    • Data privacy scope
    • Data Mapping / migration complexity - how to match unclean data or people using aliases
    • Connectivity to ART (manual or auto)
    • Report/data generating
  • Develop implementation plan, with clear recommendations on possible options and steps to be taken forwards
  • Conduct meetings to validate the proposed scope of implementation and implementation plan with technical team and MoP.

Required Skills and Experience

Education: At least Master Degree’s in ICT/Computer Sciense, or other related fields.

Experience:

  • Minimum 3 years of experiences working in the field of technologies and tech innovation solutions for various projects preferably led by Ministries or other organization in Cambodia;
  • Proven experience in conducting scoping studies in the field of technology and/or web-based management system and application;
  • Familiar with IDPoor and or ARTs system/procedure in Cambodia;
  • Working experience with UN agencies, International Development Agencies and/or Cambodia’s Government is desired

Language Requirement: Fluent in written and spoken Khmer.
