BACKGROUND:

The project addresses securing water disinfection products to ensure water quality for more than 13 million people in all Syria.

This project will protect population in Governorates from outbreak of water borne diseases through securing all chemical disinfection products (Sodium Hypo Chlorite) to disinfect the produced water.

Due to the current crisis in Syria, UNICEF has been supporting the sector by providing Sodium Hypo Chlorite to disinfect water across all water systems in the country, as part of the Humanitarian Response Plan (HRP). As such, approximately 7,000 metric tons of liquid Sodium Hypo chlorite are imported from outside Syria every year, since 2014. Therefore, the implementation of Sodium Hypochlorite (SH) manufacturing plants in-country represents a sustainable exit solution that will reduce dependency to external importation, rationalize the costs and will provide the country with a continuous source of SH through it is own manufacturing plant.

As such, UNICEF would like to recruit a consultant to conduct a detailed feasibility study for the setup of large scale SH Manufacturing plants using saline Electrolysis methods in Syria. The consultant will conduct this study taking into account technical, financial, institutional and environmental aspects.

OBJECTIVES OF THE CONSULTANCY:

Under the supervision of the Chief of WASH, Syria Country Office, the consultant will conduct this feasibility study. The consultant will use variety of modalities of information collection, as she/he will be working remotely. She/he will work closely with WASH team at country office, field offices and relevant WASH stakeholders.

The scope of work will include the following:

  • Kick-off and initial meeting
  • Initiate series of consultation and discussions with stakeholders, including the Ministry of Water Ressources (MoWR), water authorities, ICRC, etc…
  • Define the implementation procedure and the outline of the study (market survey, business analysis and market gap analysis, financial requirements, financial and economic evaluation, etc.)
  • Conduct a market study (historical supply/demand trend, demand forecast, supply forecast, demand/supply balance, price forecast, rationalization of transportation, supply of the raw salt and salt washing, economical utilization of electricity and alternate renewable energy etc.)
  • Conduct an environmental analysis and a risk assessment (environmental issues, air pollution, drainage, mercury pollution, mitigation and prevention measures and costs etc.)
  • Conduct an economic evaluation using a Value for Money methodology (economic rate of return, sensitivity analysis, foreign exchange fluctuation impact and analysis, any other economic effect)
  • Conduct an institutional analysis which will include the capacity in-country to operate/maintain the plants;
  • Outline full technical and financial structure of the project including: (managing the system, assigned personnel, operation, maintenance and control, education and training etc.)
  • Work closely with main stakeholders and UNICEF officer to present the implementation arrangement, including the procurement plan, procedures and principles the project will adhere to, in accordance with UNICEF’s rules and regulations;
  • Provide a complete folder that includes all the previous final/approved analysis and studies with their technical and financial conclusions.

The selected consultant will work for the period of 30 workdays within 2 months. The exact schedule of the activities will be agreed with the consultant based on the consultancy implementation progress. The deadline for submission of final deliverables to UNICEF is 14 April 2021

SUPERVISOR:

The consultant will be supervised and report to the UNICEF Syria Chief of WASH.

DESCRIPTION OF ASSIGNMENT:

PAYMENT SCHEDULE:

By Deliverables. UNICEF will only make milestone payment based on achievement of deliverables:

  • First Instalment: 40% of the total contract fee upon satisfactory delivery of Deliverable, 1, 2 & 3
  • Second Instalment: 60% of the total contract fee upon satisfactory delivery of the Deliverable 4, 5 & 6.

QUALIFICATION REQUIREMENTS:

  • Advanced university degree in Water, Sanitation and Hygiene, international development, disaster management or related field;
  • At least 8 years of professional work experience at national and international level in international cooperation and humanitarian action especially in urban contexts.
  • Previous Experience in similar tasks of preparing feasibility studies is a must
  • Previous Experience in economic and financial analysis is a must
  • Previous Experience in Environmental Assessments is preferred;
  • Familiarity with technical issues related to sodium hypochlorite production (preferred)
  • Ability to conceptualize, develop, plan and manage activities, studies, and training plans within the framework of interagency and government collaboration.
  • Qualitative research experience and able to analyse quantitative and qualitative data
  • Good analytical, writing skills.
  • Competencies: communication, working with people, drive for results, analysing, applying technical expertise, planning and organizing, relating and networking.
  • Fluency in English is required and working knowledge of Arabic is preferred
