Overview

Conduct evaluation of social welfare workforce initiatives in Timor-Leste

You have:

• Master's Degree required.
• 5 years of expertise and experience in development programme evaluation, preferably related to child rights.
• Degree in a relevant field such as social science.
• Strong strategic and analytical skills required.
• Familiarity with the socio-economic context of Timor-Leste and/or Southeast Asian countries.
• Good knowledge of UNEG evaluation norms and standards.
• Good knowledge of cross-cutting issues e.g., gender equality, equity and human rights, including child rights.
• Experience in leading a team for UN evaluations is considered an asset.
• Fluency in English required; Tetum is an asset.

How can you make a difference?

Under the supervision of Child Protection Manager, in close collaboration with Evaluation Specialist, and Child Protection Specialist, the consultant will conduct a formative country-led evaluation of social welfare workforce (SWW) capacity-building initiatives in Timor-Leste from 2016 to date. The evaluation will inform future decisions of the Government of Timor-Leste with regard to strengthening the SWW and developing the child and family welfare system in the country, including programmes and budgets.

Work Assignment:

Inception phase

• Conduct inception meeting with Evaluation Reference Group (ERG)
• Conduct Initial desk review and discussions with key UNICEF focal points
• Submit draft inception report including proposed methodology, tools for data collection and clear detailed workplan for the achievement of the different milestones
• Submit final inception report based on feedback from ERG
• Seek ethical approval from an Institutional Ethical Review Board

Data collection and analysis and validation of draft evaluation report

• Conduct desk review of relevant documents
• Conduct training of enumerators
• Conduct pilot data collection
• Conduct interviews with respondents
• Conduct data collection phase debrief
• Conduct data analysis
• Conduct a validation workshop

Inception Report (18 days)

• Meeting minutes
• Draft inception report (up to 45 pages)
• Finalized inception report (up to 45 pages)

Data collection and analysis and validation of draft evaluation report (50 days)

• High-resolution photos of interviews with consent forms
• Draft final report with preliminary findings including initial recommendations (up to 45 pages including the executive summary and excluding annexes)
• Draft evaluation brief (4-5 pages)

Presentation of final evaluation report and evaluation brief (12 days)

• PPT on findings (up to 20 slides)
• Finalized report (up to 45 pages including the executive summary and excluding annexes)
• Finalized evaluation brief (4-5 pages)

All documents need to be in English and Tetum

Duration of Appointments: 4 months from October 2022 - January 2023

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
• The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
