Purpose of Activity/Assignment:

Despite the overall progress made in realizing children rights in Kosovo, achievements have been uneven. The 2030 Sustainable Development Agenda calls for investments in all children and young people aiming at ‘leaving no one behind’. Investing in all children and young people is central to achieving the varied aspects of sustainable development – and monitoring progress is crucial to know which investments to make.

The implementation of 2030 Agenda is guided by high-quality, reliable and internationally comparable disaggregated data. However, the capacity to generate reliable data that are internationally comparable and are used for policy and decision-making remains a major challenge for Kosovo. Quality of data is further hindered by the absence of an integrated approach to data collection, institutional coordination for harmonization of administrative data systems and protocols

The data gap on the situation of children with disabilities and child protection is particularly challenging. The number of children and people with disabilities in overall in Kosovo is unknown and the administrative data systems do not use a harmonized approach to collection and reporting of these data.

In line with the priorities outlined in the UNICEF Kosovo Programme 2021-2025, UNICEF Kosovo aims to support the Kosovo institutions to strengthen quality and reliable evidence generation and strengthen data collection systems to inform programming for children in Kosovo. To this end, the UNICEF Kosovo Office is seeking to engage an international consultant to conduct an initial assessment of the existing administrative data systems to identify entry points for improving the collection, analysis and reporting of data for children with disabilities and other child protection related data such as foster care, children in street situations and others as relevant.

Scope of Work:

Under the overall supervision of the Child Rights Monitoring Specialist, the international consultant will conduct the analysis of administrative data systems for collection of disability and child protection related data. The main focus of the analysis will be the administrative data system of the Ministry of Finance, Labour and Transfers (MLFT), including entry points for its linkage and harmonization with the Education Management Information System (EMIS), the pilot Health Information System (HiS) and other relevant data systems, including data reporting and dissemination from the Kosovo Agency of Statistics (KAS).

Within the scope of the work, the key expected outputs are to be achieved by this consultancy:

Conduct a desk review: a thorough desk review should focus on the information with regards to the availability of data on children with disabilities and child protection in overall, including and not limited to international data sources, strategies and data reports regularly published in Kosovo.

Methodology: design the methodology for the data collection and analysis that will include all the relevant stakeholders, administrative data systems and other relevant institutions to allow for identification of gaps and opportunities to advance the data systems for improved data collection and reporting for children with disabilities and other child protection related indicators.

Meetings with relevant institutions and stakeholders for data collection: data collection and analysis of administrative data systems, records and guidelines used by relevant ministries – with specific focus on the administrative data system used by the MFLT on social services and the case management modules that are under development – and other institutions, as relevant, - including KAS.

Develop the narrative report: compile the findings of the analysis in a narrative report which clearly highlights the analysis of different systems and draws on specific recommendation for short term-, medium- and long-term interventions, to improve the data collection and reporting on children with disabilities and other child protection related indicators in line with the international methodologies.

In line with the epidemiologic situation affected by the COVID-19 pandemic, the in-Kosovo visit by the international consultant will be agreed at the inception phase. If the in-Kosovo visit by the consultant will not be possible, the data collection will be entirely arranged following the online modality.

**Work Assignment Overview

Tasks/Milestone:** Develop an inception report including a detailed workplan, timeframe and proposed methodology. Deliverables/Outputs: Inception report developed Timeline: May - June (2 working days) Tasks/Milestone: Review of relevant materials related to availability of data on children with disabilities and child protection in overall, including and not limited to international data sources, strategies and data reports regularly published in Kosovo. Deliverables/Outputs: Desk Review developed Timeline: June (2 working days)

Tasks/Milestone: Meetings with relevant institutions for data collection, review and analyse the administrative data collection systems, data collection forms and guidelines. Deliverables/Outputs: Data collection and analysis completed. Timeline: June – July (9 working days)

Tasks/Milestone: Develop the narrative report based on the information collected, which include detailed recommendation for improved the data collection and reporting on children with disabilities and other child protection related indicators in line with the international methodologies Deliverables/Outputs: Draft report developed and submitted Timeline: July (5 working days)

Tasks/Milestone: Finalization of the report with input and comments received from relevant stakeholders and presentation of findings Deliverables/Outputs: Final report submitted and presentation of findings delivered Timeline: July – August (2 working days)

Minimum qualifications required: Master’s degree in Social Sciences (Management, Economics, Psychology and/or Sociology)

Knowledge/Expertise/Skills required:

  • Advanced academic degree in social sciences, statistics, or another relevant subject.
  • Extensive knowledge and expertise in the field of data, research and/or child protection
  • Proven knowledge and expertise in conducting similar analysis and reviews of data systems.
  • Working experience with the Governments, UN and
  • international agencies
  • Excellent inter-personal relations and consulting skills.
  • Ability to work in a multi-disciplinary team and establish harmonious and effective working relationships.
  • Fluent in English language
