How can you make a difference?

Under supervision Chief of Education, conduct an assessment of the community preschools in Ermera and Viqueque and provide a final report including recommendations to UNICEF.

The main roles of the consultant are as follows:

  • To review the relevant documents on preschool licensing;
  • To develop community preschool assessment questionnaires based on the licensing criteria;
  • To train/orient Field Officers from Alola on data collecting using kobo toolbox
  • To analyze data; and
  • To provide a final report and recommendations including preparation steps for licensing of community preschool.

WORK ASSIGNMENT:

1. Inception Phase / 10 days

  • Initial meeting with UNICEF and relevant partners / 2 days
  • Review of existing/relevant documents on community preschools and on pre-school licensing and accreditation / 5 days
  • Develop a work plan including resource requirements for approval / 1 day
  • Develop assessment tools and questionnaires in consultation with UNICEF and GLAAEE / 2 days

2. Training & Data Collection / 12 days

  • Facilitator online training for 9 Field officers on questionnaire and data collection using kobo toolbox / 2 days
  • Pilot use of instruments in selected pre-schools / 2 days
  • Update questionnaire based on the pilot test and evaluate field officers’ capability to use instruments prior to conducting full field survey / 3 days
  • Remote monitoring and support on actual data collection / 5 days (may not be consecutive days)

3. Analyze & reporting / 24 days

  • Initial data analysis including analysis of current situation of each school / 6 days
  • Conduct field visits (Ermera and Viqueque) to validate data and collect case studies / 10 days
  • Develop a final report with recommendations and a power point presentation / 7 days
  • Present findings and recommendations to UNICEF / 1 day

To qualify as an advocate for every child you will have…

  • Master degree in education, economics, psychology, sociology, or another relevant technical field.
  • A minimum of five years of working experience in the education sector
  • Experience working in the UN or other international development organization is an asset
  • Experience in using kobo toolbox and analyzing data from kobo toolbox is essential
  • Strong data analytical skills
  • Excellent written and oral skills
  • Fluency in English
  • Speaking and understanding in Tetum is advantaged
  • Familiarity with Timor-Leste school licensing & accreditation is advantaged

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
