Background:

The Government of Bangladesh has developed a new national curriculum from pre-primary to grade 12 to build a young generation capable of adapting to the new world's contexts, needs, and challenges. In the evolving context of the national curriculum and teaching-learning strategies for secondary and higher secondary, teachers play a vital role in the successful implementation of the curriculum. National Academy for Educational Management (NAEM), as an apex institution for teachers’ professional development (TPD), focuses on strengthening and enhancing the relevant skills and competencies of teachers as the facilitators of the new curriculum.

NAEM acknowledges that the available professional development opportunities for secondary school teachers need to be more adequate considering the emergent national (i.e., national curriculum for K to 12) as well as global context of transforming education. They are also not adequately responding to the professional skills and competency needs of the secondary and higher secondary level teachers to attain the education goal defined in the National Curriculum Framework 2021. Therefore, NAEM proposed to review the existing TPD systems and mechanisms in Bangladesh, followed by the development of a comprehensive professional development framework for secondary teachers with the vision to prepare them for VISION 2041 targets for education and youth development.

Under the Government of Bangladesh-UNICEF country program of cooperation (CPC) framework 2022-2026. UNICEF provided technical support to NAEM in 2022 to plan and initiate discussions around the TPD framework and teachers’ competency-related work. This included support for forming technical committees as well as organizing multiple consultation meetings and workshops, which resulted in the development of guiding information covering a range of themes such as the design and implementation of pre-service teacher preparation mechanism, recruitment of appropriate professionals into the teaching profession, the importance of facilitating initial adequate induction training for new teachers, creating provision for on-going professional development and setting a well-structured career path to get ‘teacher by choice’.

It was also realized that to develop a TPD framework that draws from global best practices, guides the technical committees of NAEM, as well as to build national capacity to carry out similar reforms in TPD in the future, the service of an international expert is vital. At the request of NAEM, the UNICEF Education section has agreed to continue its technical support in alignment with the requirement to assign an international consultant for this transformative work.

How can you make a difference?

  • Review the existing /available teacher professional development framework options, national policies, and frameworks for the secondary teachers of Bangladesh; and global, regional, and country-specific other relevant documents
  • Develop a contextualized position paper for secondary teachers’ competency and professional development framework for Bangladesh
  • Review the technical workshop reports/outputs on TPDF
  • Develop teacher professional development framework including teacher competency framework for Bangladesh
  • Facilitate national consultation on the draft TPDF
  • Technical guidance to NAEM to conduct sub-national consultations
  • Finalize the TPDF through the incorporation of inputs and feedback from consultations
  • Prepare a complete report on the development of TPDF for secondary teachers in Bangladesh

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Education, Teacher Education, Educational Development, Social Development or another relevant field.
  • A minimum of 10 years of relevant work experience
  • Extensive knowledge and experience in teachers’ professional development for secondary education
  • Demonstrate knowledge of international teachers’ professional development for secondary school education
  • Knowledge and experience of education and social sectors in a developing country context.
  • Demonstrates, applies, and shares technical knowledge in teachers’ professional development-related work
  • Extensive experience in multi-sectoral collaboration and stakeholder coordination in education
  • Working knowledge and expertise in the Bangladesh Education system
  • Fluent in English (spoken and written).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for paying any taxes and/or duties, per local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met before taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, program delivery locations, or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
