General objective :

Under the supervision of the Chief of section or the Officer-in-Charge, the Consultant is accountable for professional technical contribution to, implementation, monitoring and evaluation, and reporting of the WASH program. The selected consultant will contribute to enabling team functioning to focus on the achievement of planned objectives of the work plan, aligned with country program goals and strategy. Although the assignment will be based in Antananarivo, substantial support will be provided to the Madagascar Field Offices (especially in the South), both remotely as well as in situ, as required.

How can you make a difference?

1. Support the Officer-in-charge in providing strategic leadership, guidance, and managerial oversight to the WASH program for the achievement outputs

  • Under the supervision of the OIC chief Section, provide technical guidance and high-level support for the timely and effective implementation of the emergency responses output of the 2022 WASH program annual work plan and the Annual Management Plan priorities related to WASH.
  • Contribute to leading the WASH emergency sectoral working with stakeholders and leverage capacity and partnerships to strengthen complementarity in WASH program delivery.
  • Facilitate and advise on the L2 drought and UNICEF COVID-19 WASH Response Plan and provide technical guidance and support in managerial oversight to the national WASH Cluster other partners to ensure preparedness and response actions in the context of WASH in emergencies and humanitarian action.
  • Provide technical support to the Ministry of Water and relevant stakeholders to prioritize WASH-related interventions for the most vulnerable children and population, particularly in the context of a response to L2 drought in the south and the COVID-19 pandemic, whilst paying attention to its impact on SDG 6 achievements.
  • Support the cluster coordination and the climate change component of the program.
  • Provide technical support to the WASH team in developing and following up on WASH climate-resilient proposals including with the World Bank, USAID, GIZ, ECHO, and others.

2. Programme/Project Management

  • Coordinate the overall UNICEF WASH emergency response for Madagascar Country Office, specifically drought response in the South, Covid-19 response all over the country, cyclone preparedness and response.
  • Scale-up IPC strategy in partnership with WHO, Ministry of Health, WASH, Education, and Decentralization.
  • Capacity building to partner with the harmonization of UNICEF strategies and standards.
  • Support and follow up the implementation of WASH in the health center (WASH in Nut and rehabilitation of sanitation and solid waste systems).
  • Undertake budget planning and monitor fund utilization, advise support for timely expenditures and liquidations, in line with donor conditions, UNICEF rules, and regulations. Provide timely and quality inputs for internal audits, ensuring that relevant recommendations are adequately addressed.
  • Guide the finalization and implementation of the program documentation (for both development and emergency-oriented activities), assuring accuracy and consistency with established rules, regulations, and plans of action.
  • Lead the generation of data to enable to assess/report on program performance and progress; guide the conduct of HACT assurance activities focusing on quality and with action points followed up; Lead the analysis of collected data and information and prepare timely reports (SitReps, Donor reports, in addition to COVID-related reports).
  • Provide timely inputs for AMP and support the team to achieve the planned activities as reflected in the AMP.
  • Mitigate risks related to the WASH program by identifying and addressing them through adequate processes and systems and in line with Office ERM.

3. Partnership Management

  • Under the supervision of the OIC Chief WASH, support the management of strategic networks and relations with key donors and through timely interaction, quality donor proposals, and reports, with emphasis on supporting the L2 drought COVID-19 response and continuity of WASH services.
  • Support the coordination cluster
  • Support in managing strategic partnerships with different organizations on leveraging and strengthening the linkages between humanitarian and development programming in the context of COVID-19 preparedness, response, and recovery efforts.
  • Support partnerships with Civil Society Organizations to improve access to safely managed water supply and sanitation services of vulnerable families in vulnerable areas.

4. Support to IM, KM, innovations, and strategic positioning

  • Support the IM system
  • Reinforce monitoring systems and mapping
  • Support exploration of innovations (desalination, digital mapping, sanitation approaches)
  • Support documentation and sharing of best practices
  • Reinforce strategic positioning on climate change and urban approaches

WASH actors’ capacity in emergency preparedness and response is reinforced through at least one piece of training per year (number of people trained)

Contribute to the program financial implementation and monitoring ensuring that at least 100% of RR and 100% of OR on expiring grants allocated to IR2 activities are implemented on due time.

At least 4 quality SitReps, Donor reports (related to CC, Kere, COVID) were drafted and submitted 15 days before reporting due date.

General Conditions: Procedures & Logistics

  • The candidate selected will be governed by and subject to UNICEF General Terms and Conditions for individual contracts.
  • The contractor will work on their computer(s) and materials in the execution of this assignment.
  • The contractor payment is all-inclusive.
  • As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 percent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
  • Contractors are not entitled to payment of overtime. All remuneration must be within the contract agreement.
  • Contractors are required to certify that they are covered by medical/health insurance. Contractors who are required to travel beyond commuting distance to duty station(s) shall also certify that their medical/health insurance covers medical evacuations.

Field visits are expected for this assignment to different regions where necessary during the period consultant is in-country. UNICEF will cover the cost for such field visits (outside Antananarivo) and arrange for transportation where feasible. All travels must be according to the work plan and travel plan approved by the supervisor and must comply with the Government of Madagascar and the UN travel protocols.

Payment schedule:

Payment will be made monthly, based on agreed deliverables and submission of monthly progress reports to UNICEF by the consultant, upon approval by the direct supervisor.

Applicants shall present a detailed financial proposal that elaborates on monthly costs, including a total sum demanded. International travel from the place of recruitment to duty station.

Applicants are expected to submit their rate in USD. All costs, including international travel, administrative costs, etc. shall be covered by the contractor and should be included in the financial proposal as a separate heading and broken down into details of monthly fees, monthly DSA, and travel costs.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Travel clause: All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.

To qualify as an advocate for every child you will have…

  • Education

    • An advanced university degree in one of the following fields: Public/Environmental Health, Water Resources Management, Civil Engineering, Environmental Policy, or a field relevant to international WASH-related development assistance.
    • Additional training in Emergency’s response, Development Project Management, Behavior Change, or WASH in Schools, would be an asset.

    Experience

    • A minimum of eight years of professional experience in the field of WASH in UN Agency and/or national government and field-work experience.
    • Background/familiarity with emergency preparedness and response (and the Sector/ IASC Cluster approach).
    • Language Requirements: Fluency in French and English.

Evaluation Criteria

The Technical evaluation is based on background, technical, experience.

Consultants will be evaluated based on a cumulative methodology, being the award of the contract made to the candidate whose offer has been evaluated and determined as:

1. Responsive/compliant/acceptable, and;

2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 65 points (of the total technical points) would be considered for the Financial Evaluation.
