Background

The United Nations Development Programme (UNDP) operates in over 170 countries and territories, helping to achieve the eradication of poverty, to reduce inequalities and to increase sustainability. One of its critical priorities for 2020 is to support countries to accelerate ambitious action on climate change. The global response to this challenge must be just, inclusive, and leave no one behind, while seeking the most efficient climate solutions that advance multiple Sustainable Development Goals at once.

Cambodia’s development focus is on poverty reduction and stable economic growth as part of the drive to become an upper-middle-income nation by 2030, as enshrined in the National Strategic Development Plan (NSDP). Cambodia is highly vulnerable to the impacts of climate change. At the same time, Cambodia’s total greenhouse gas (GHG) emissions are increasing as the country develops.

Cambodia recently published an updated Nationally Determined Contribution, with targets for climate change action until 2030. Cambodia will also submit its Long-Term Low Strategy for Carbon Neutrality (LTS4CN) by end of this year. LTS4CN ensures the coherence of short-term climate action with long-term climate goals, suggests that Cambodia could achieve carbon neutrality in 2050.

The development of the LTS4CN of Cambodia included the identifying of an institutional framework, two workshops with the relevant government and stakeholders and modelling of low emission reduction pathways for each key sector. In parallel the financial investment plan, economic analysis, and socioeconomic impact assessment were developed. Furthermore, a gap analysis of the financial and technological needs, and barriers were assessed, and a monitoring and evaluation framework designed. UNDP Cambodia provided support to the National Council for Sustainable Development (NCSD) for the coordination of the process, through the Cambodia Climate Change Alliance - Phase 3 (CCCA3) programme. NCSD acts as UNDP’s implementing partner for CCCA3.

There is a need for development of a work plan for the implementation of the LTS4CN to further elaborate the long-term vision into clear policy pathways, that should guide Cambodia in meeting its commitment under its NDC and towards net zero emissions by 2050. The plan should take a systematic top-down and bottom-up approach to identify an economy-wide pathway to low emission development whilst examining the key sectors regarding climate change: in particular forestry and land use change and energy. In addition, the implementation of the LTS4CN will require a setting of an enhanced transparency framework including coordination mechanism and key indications. The LTS4CN tracking should be in line and integrated part of the existing online based NDC tracking system.

Duties and Responsibilities

The assignment to support Cambodia in the preparations of the implementation of its 2050 vision will require:

Finalize the methodology

  • Develop a workplan for the assignment

Assess the LTS4CN document and develop the implementation plan:

  • Provide an assessment of how the LTS4CN can be implemented by further elaborating the 2050 vision.
  • Formulate an implementation plan on a national and sectoral level including policy recommendations. This should include clear policy pathways, that should guide Cambodia in meeting its commitment under its NDC and towards net zero emissions by 2050. The plan should take a systematic top-down and bottom-up approach to identify an economy-wide plan to low emission development whilst examining the key sectors regarding climate change.
  • Organize consultation meetings with the key sectors to finalize the implementation plan.

Guide the upgrade of the online tracking system of the NDC to include the LTS4CN’s targets, development of the LTS4CN tracking system:

  • Provide advice and directions on the requirements to adapt the existing NDC tracking system for the implementation tracking of the LTS4CN. This should include considerations on the lessons learned from the setting up on the existing NDC online base system (outline of the frequency of reviews, objectives or principles guiding the review, bodies responsible for the review, sources to contribute to it, how results of the review process inform near term plans etc.) and developing of an enhanced transparency framework with specific key indicators needed to be tracked for the LTS4CN implementation.
  • The guidance note to be developed should also include technical specs for showing how the online NDC tracking system can track the implementation of the LTS4CN too. There will be an IT firm to implement the integration of the LTS4CN tracking into the existing NDC tracking system in parallel with this assignment. The consultant will ensure that the NDC tracking system has been upgraded and includes both the NDC and LTS4CN tracking.

Competencies

  • Demonstrated analytical skills, ability to assess complex situations, to succinctly and clearly distill critical issues, and to draw practical conclusions
  • Demonstrated ability to work with developing country government agencies and NGOs.
  • Excellent interpersonal, coordination and planning skills. Sense of diplomacy and tact.
  • Excellent English report writing skills
  • Computer literate (MS Office package).

Required Skills and Experience

Education: Advanced degree (Masters or Ph.D.) in a relevant field, such as Climate Change, Environmental Policy, Engineering, Development Economics, Environmental economics, Environmental technology, or any related qualification.

Experience:

  • At least 10 years’ experience in climate change-related work; with specific expertise in climate mitigation; ideally in Cambodia or in the ASEAN context;
  • International experience in climate policy implementation and MRV systems across all sectors (necessary);
  • Proven experience in facilitating participatory planning processes, including a formulation of policies, strategies and action plans, involving government and a wide range of stakeholders; ideally in the context of Cambodia;
  • Proven experience in support for development of NDC, LTS, National Communication including BUR and BTRs, NAMAs preparation of policy and strategy;
  • Experience in working with the UNFCCC mechanisms and guidelines, a good understanding of a wide range of issues relevant for the LTS development; experience in working on the NDC processes;
  • Ability to provide timely, high-quality research and analytical products, tailored to the stakeholder landscape and audiences.

Language Requirement: Fluent in English.
