UNICEF Sao Tome e Principe Country Office is preparing its Country Programme Management Plan (CPMP) to align its resources to meet the key results defined in the 2023 -2027 Country Programme Document (CPD). In preparing the CPMP, the Country Office needs to ensure that the expected UNICEF-supported Country Programme is matched by an adequate management structure and budget. In this sense UNICEF Sao Tome and Principe is looking to recruit an International consultant to support the process.

How can you make a difference?

Guided by the country programme document and other relevant documents, the consultant will support the drafting and the editing of the narrative part of the CPMP, the affordability analysis. Specifically, the major assignments of the consultant will be:

  • Review the country programme document for STP country office for 2023-2027 and the related Programme Strategy Notes and other programme documents or analytical pieces produced by the office in preparation for the new country programme.
  • Get familiar with the overall strategic shifts that the new country programme is proposing and support their consolidation and implementation.
  • Organize interactions with staff in STP to understand and assess the suitability of the current management structure and to validate some principles of restructuring.
  • Conduct SWOT analysis of the management structure to determine its effectiveness to meet the evolving challenges
  • Conduct a staff skill mapping and HR analyses set to support the implementation of UNICEF supported activities.
  • Propose “Fit for Purpose’ organizational and management structures, which addresses HR capacity gaps and needs that best suit the conditions in the country to deliver on the country programme outcomes.
  • Prepare the affordability analysis to support the staffing structure.
  • Update the office accountability framework
  • Ensure coherence and compliance with UNICEF guidelines, lessons learned from previous PBR and any others CPMP related documents.
  • Prepare and edit the narrative report of the CPMP based on the guidance and notes provided by the Office.

Based on observations from management, and experience of work, below are some specific areas requiring specific attention for the management review that include strategic shifts in overall programme vision:

  • Support the consolidation of the overall programmatic vision to define convergence and the relationship more explicitly and strategically to the life-cycle approach (specifically early childhood and adolescence) with focus on organizational set-up and mechanisms for meaningful collaboration.
  • Support the CO in better positioning of cross-cutting and emerging issues in the design and implementation of the new CPD such as (a) gender equality and disability inclusion and (b) identify and frame programmatic flagships within the next CPD for collective efforts in programming, advocacy and resource leveraging.

  1. Desk review of key documents. Review and provide feedback on the CPD and PSNs. Finalization of workplan, including consultation schedule (home based) – Consultation on the CPD and PSNs Inception Report Final consultation schedule – 5 working days (14- 18 November 2022) – 15%
  2. Organize interaction with all sections to collect information to inform the CPMP, including the expected management structure (in country) – Facilitation reports and/or minutes of the internal sessions on the process prepared and available (SWOT analyses and skills mapping) – 5 working days (starting 21st November 2022) – 10%
  3. Guidance and follow up for the sections to prepare draft staffing structures (In country) – Facilitation reports and/or minutes of the internal sessions on the process prepared and available. Draft of staffing structure by section– 3 working days – 10%
  4. CPMP retreat with CMT and CPMP task force to share observations and initial analysis (In country) – CMT retreat facilitation and recommendations based on previous steps. (1 day) Retreat report (1 day) and structure proposed by CMT – 2 days - 10%
  5. Consultation meetings and finalization of proposed staffing structure (2 days)
  6. Presentation of final proposed structure to CMT and CPMP task force (1 day-morning). All staff meeting in the afternoon) (In country) Reporting (2 days) - Final management review report (including documentation on consultation meetings) with recommendations for proposed “Fit for Purpose’ organizational and management structures – 5 days - 10%
  7. Prepare the affordability analysis (home based) - A nalysis of office funding availability, predictability, trends, forecast options and leveraging strategy shared – 4 days - 10%
  8. Update the office accountability framework. (Home based) - Updated accountability framework document shared – 3 days – 5%
  9. Ensure coherence and compliance with UNICEF guidelines, lessons learnt from previous PBR and other CPMP related documents (Home based) - Quality review report including checklist on key elements of the CPMP document and its annexes, the affordability analysis document, Presentation for PBR – 4 days – 15%
  10. Prepare the narrative report of the CPMP based on the guidance and notes provided by the office. (Home based) – High quality CPMP document aligned with the recommended guidelines prepared and available – 5 days – 15%

Consultancy fees

In the event of a mission outside of Sao Tome, the mission expenses payable to the consultant shall not exceed the amount of the Daily Subsistence Allowance (DSA) according to the United Nations scale. The Consultant will be paid after acceptance of the expected deliverables and final report by the UNICEF supervisor and delivery of the agreed deliverables according to the agreed work plan and schedule

In case of bank transfer to an offshore account, the fees and charges will be charged to the Consultant

He/she will use his/her laptop and personal computer tools. He/she will use his/her own working tools when he/she is at a distance.

To qualify as an advocate for every child you will have…

  • Master ou equivalent in Project management, Operations, or any other relevant field.
  • At least 8 years of work experience in strategic planning - project management, business, and Organizational Strategy - Experience with UNICEF’s CPMP process and accountability -

Language Proficiency

  • Fluency in French and English

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
