UNICEF Madagascar is finalizing the development of the 2028-2028 Country Programme Development (CPD),

Whose goal is that “all children, girls and boys in Madagascar, especially the most vulnerable, fully enjoy quality, inclusive and sustainable basic social services in a protected environment,” the programme will pursue 5 outcomes namely 1. Health and Nutrition, 2. Education, 3. Water, Sanitation, and Hygiene, 4. Child Protection, 5. Social inclusion. In addition, the new CPD put forward 3 strategic shifts to accelerate the achievements of the planned results: a) The Triple Nexus to improve the links between humanitarian, development and peacebuilding interventions, B) A Multisectoral community-based programming approach with - an integrated package of interventions adapted to the local context, c) Fostering community engagement, Social Behaviour Change, and youth participation.

How can you make a difference?

Guided by the draft of the Country Programme Document and other relevant documents, the consultant will support the Workload Analysis for specific staff categories (IP and NO); Conduct Skills (capacity) gap analysis and Activities of the Risk Management Process.

Specifically, the major assignments of the consultant will be:

  1. Interviews/discussions with staff to discuss functions being performed. Focus group discussions with team
  2. Discussions and/or consultations with Section Chiefs about functions being performed by the staff IP, NO and GS.
  3. Meetings with Section Chiefs and participation in Sections team meetings including task force members to review skills analysis and measures to address gaps including proposal for changes.
  4. Review of Job Descriptions (JDs)
  5. Conduct Skills (capacity) gap analysis
  6. Prepare an evidence base analysis of the relevance and efficiency of the current office footprint and operation management, about the proposed programme and actionable recommendations, based on the draft of the CPD, guidance and notes provided by the Office and exiting analysis of office decentralization
  7. Support the revision of the accountability framework to reflect the proposed change to improve decentralization.
  8. Support the CO to update the Risk Register in eGRC

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Project management, Operations, or any other relevant field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 8 years of relevant professional experience in strategic planning, project management, business, and Organizational Strategy
  • Experience with UNICEF’s CPMP process, knowledge and active participation in a country’s CPD process, including its accountability framework is considered an asset.
  • Fluency in French and English is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
