UNICEF CAR is finalizing the development of the 2023-2027 Country Programme Development (CPD),

Whose goal is that “all children, girls and boys in the Central African Republic, especially the most vulnerable, fully enjoy quality, inclusive and sustainable basic social services in a protected environment,” the programme will pursue 5 outcomes namely 1. Child Survival and Development, 2. Education, 3. Water, Sanitation, and Hygiene, 4. Child Protection, 5. Social inclusion. In addition, the new CPD put forward 3 strategic shifts to acceleration the achievements of the planned results: a) The Triple Nexus to improve the links between humanitarian, development and peacebuilding interventions, B) A Multisectoral community-based programming approach with -integrated package of interventions adapted to local context, c) Fostering community engagement, Social Behavior Change and youth participation.

The new Country programme contributes to the National Developmnet Plan, the “Plan National de Relevement et de Consolidation de la Paix” (RCPCA) and is derived from the UN Coorperation Framework.

The Country Programme is aligned with key initiatives and frameworks at regional and global levels. It aims at advancing the SDGs and promoting the Rights for each Child in CAR, as stated in the Convention of the Rights of the Child.

How can you make a difference?

Guided by the draft of the Country Programme Document and other relevant documents, the consultant will support the drafting and the editing of the narrative part of the CPMP, the affordability analysis in line with their roles and responsibilities.

Specifically, the major assignments of the consultant will be:

  • Support management to define relevant principles and criteria to guide the CPMP process
  • Facilitate the consultations within the sections and within the field offices to ensure the full engagement of the staff members and the strict adherence to the established principles and criteria set to revise the current structure and propose the required changes.
  • Provide feedback to the Senior management on the quality of the interactions in line with the set principles.
  • Prepare an evidence base analysis of the relevance and efficiency of the current office footprint and operation management, about the proposed programme and actionable recommendations, based on the draft of the CPD, guidance and notes provided by the Office and exiting analysis of office decentralization
  • Prepare and edit the narrative report of the CPMP, including the affordability analysis with the support of the budget, finance, and resource mobilisation specialists. .
  • Ensure coherence and compliance with UNICEF guidelines, lessons learned from previous PBR and any others CPMP related documents.
  • Develop a change management note that will outline How the proposed changes in the programme office will be implemented and the migration measures to support staff whose positions will be affected.
  • Support the revision of the accountability framework to reflect the proposed change to improve decentralization

Deliverables/Outputs & Timeline:

  • Review and analysis of Key Documents: 3 Days Home-based
  • Workload Analysis and skills mapping report: 15 days (In Country)
  • Facilitation reports and/or minutes of the internal sessions on the process prepared and available: 4 Days, (in country to be confirmed)
  • Resource Planning: Each Unit and zone offices will discuss and consult with their teams and review CPD outcomes and analyze the resources necessary (staffing structure) for the new Country Programme Document: 8 days in country)
  • Communication Strategy including a PowerPoint Presentation for the CMT and CPMP Task Force: 3 Days Home-based
  • High quality CPMP document aligned with the recommended guidelines prepared and available: 4 days Home-based
  • Analysis of office funding availability, predictability, trends, forecast options and leveraging strategy shared: 4 days Home-based
  • Roadmap and Change Management Strategy: 2 days Home-Based
  • Quality review report including checklist on key elements of the CPMP document and its annexes, the affordability analysis document and updated accountability framework document: 3 days Home-based
  • CMT SPECIAL: 1 day Home based
  • Draft Report – (including annex necessary Submission of the CPMP):5 Days Home-based
  • Finalize Report: 8 Days (Home-based)

METHODOLOGY

  • The assignment will comprise a preliminary desk review of relevant literature and reports as well as the DRAFT CPD 2023 – 2027 and other relevant documentation.
  • In addition, the assignment will include individual and group-based informant interviews and discussions with relevant UNICEF staff and country teams.
  • The assignment will include an effective communication strategy to be developed and shared with all using different techniques and methodologies.
  • Ensuring a proper consultation among all team members- it is vital that all processes are conducted in a participatory, inclusive, and fully transparent manner.

The consultant will prepare the DRAFT documents (including annexes) for the submission of the CPMP to the PBR (submission date – approximately March 2023) and once comments are received from the relevant Country Office Senior Management, CMT members, and relevant inputs from HQ and Regional Office, the final document will be finalized to include any feedback received.

WORKING CONDITIONS:

The consultant will work with their own technical means (laptops and relevant standard software) to deliver relevant materials for the said consultancy. The consultant will be reimbursed 1 round-trip ticket in Economy class from her home country and the relevant DSA applicable for Bangui (as published on the ICSC’s website).

Additional discussions on the mission’s dates, these can be reviewed upon discussion with UNICEF and the consultant if the two parties decide that these changes are imperative for the efficient delivery of the results and the process in place.

The 60 days of this contract will be spread over a period starting November 14, 2022, to April 30, 2023.

To qualify as an advocate for every child you will have…

  • Master’s or higher in Project management, Operations, or any other relevant field
  • At least 8 years of work experience in strategic planning
  • project management, business, and Organizational Strategy
  • Experience with UNICEF’s CPMP process, knowledge and active participation in a country’s CPD process, including accountability framework (an asset)
  • Fluency in French and English Fluency in English is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
