Background

The demand for gender statistics has been increasingly recognized as being an essential element to the process of achieving the sustainable development the world envisioned to reach by 2030. Progress towards the Sustainable Development Goals (SDGs) can only be a reality where adequate emphasis is given to gender equality considerations. In such regards, the role gender statistics plays in supporting evidence-based decision making in promoting and protecting the rights of women and girls is undeniable. Gender statistics is about identifying, producing, disseminating and analyzing statistics to understand how gender issues affect individuals and society. Thus, data is critical and essential to determine and track progress and guide implementations in the direction we want. However, the situation of gender statistics in Ethiopia is relatively in its infant stage where the data available on gender fails to meet the data need to deliver on the broader GEWE agenda of the SDGs. However, the challenge in relation to gender statistics is only part of the bigger challenge the National Statistical System (NSS) faces in producing statistics to fill data gaps in national, regional and global SDGs indicator frameworks.

As a global champion of gender equality and women’s empowerment UN Women launched a global Flagship Programme Initiative (FPI) titled “Making Every Woman and Girl Count: Supporting the monitoring and implementation of the SDGs through better production and use of gender statistics” (MEWGC). Launched in September 2016 during the 71st Session of United Nations General Assembly, the FPI aims to address the following: (i) Weak policy space and legal and financial environments due to limited political will and understanding of the importance of quality gender statistics; (ii) Technical challenges, particularly with regard to sensitive, methodologically demanding or emerging areas; and (iii) A confluence of limited data dissemination and communication capacities of National Statistical Systems (NSS) and limited ability of governments and other stakeholders to utilize and advocate for gender statistics to inform decisions, research, advocacy, policies and programs. The idea is to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment. UN Women Ethiopia Office has adopted the FPI to its context and is implementing the stated program since January 2019 together with governmental and non-governmental national partners. In December 2020, UN Women initiated a pilot project with the International Institute for Rural Reconstruction (IIRR) on the Collection, Analysis and Use of Citizen-Generated Data for Reporting of the SDGs-5 and gender-specific indicators in other SDGs. As part of its programme, UN Women is harnessing all available data sources to fill the data gap to deliver on the SDGs, in general and, gender statistics, in particular.

In this vein, integrating alternative data sources into the production and dissemination of “official” statistics for sustainable development such as Citizen-Generated Data (CGD) which are part of those data defined as driving complementarity or non-traditional sources of data is critical. Production and compilation of gender statistics from the non-traditional sources is a useful source to monitor SDGs indicators and other gender-related frameworks. This source of data provides the contextual dimension of gender indicators which is complementary to the traditional data sources from the usual National Statistical System. However, the potential driving forces for CGD, who are Civil Society Organizations in Ethiopia has for long been functioning under a restrictive legal environment where their capacities to serve as alternative data sources has been greatly impacted and diminished. Thus, UN Women, as part of its Pilot Project with IIRR, intends to develop a Guideline on the Production, Analysis and Use of CGD for monitoring and reporting on the SDGs and build the capacity of civil society representatives based on the Guideline.

UN Women is, therefore, seeking to obtain the services of a qualified international consultant with good track record in working on CGD to support IIRR in the development of the Guideline and implementation of follow-up capacity building trainings.

Duties and Responsibilities

UN Women is planning to hire an international consultant to support IIRR in the development of a Guideline for the Production, Analysis and Use of CGD for the Monitoring and Reporting of the SDGs and conduct follow-up capacity building trainings based on the Guideline. The consultant will be responsible for the undertaking of the following tasks:

  1. Develop an inception plan to guide IIRR on the development of the CGD Guideline with a full-fledged methodology and timeline: the consultant will develop the inception plan in close consultation with the task team in IIRR that will lead on the development of the Guideline. The plan should also take in consideration the below list of tasks and responsibilities.
  2. Provide comprehensive orientation on CGD guideline development: during the orientation, the consultant will discuss the whole essence of CGD, how it complements traditional data for SDGs monitoring, Gender Accountability Framework, methods, and tools to collect, analyze, and write report on CGD, dissemination of CGD finding, and the overall purpose of the guideline.
  3. Support in the preparation of outline for the guideline: the consultant together with IIRR task team will draft and agree on the outline of the guideline and on the procedure to produce the draft guideline on the Production, Analysis and Use of CGD in the Ethiopian context.
  4. Review and finalize the Guideline: the consultant will review the guideline and provide inputs for the second draft report to be used for the review meeting. IIRR holds review meetings with CSOs, national statical office and other stakeholders on the second draft Guideline and will finalize the Guideline based on inputs.
  5. Conduct capacity building trainings: The international consultant will prepare training for selected CSA staff and selected CSOs on the production, analysis and use of CGD based on the Guideline. IIRR will be responsible to provide an oversight role on the quality of the training and support the preparation of training materials in collaboration with national experts for which s/he will be expected to design a five-day training programme. The consultant, together with IIRR, will prepare necessary training materials, conduct pre-post training assessments, deliver the training, and preparation of the training report by the end of the training. The training will adopt a hybrid approach where face-to-face and virtual training modalities will be used together.
  6. Knowledge transfer: The consultant is responsible to capacitate the team from IIRR, CSA and selected CSOs through the whole process of the assignment and build their capacity to undertake similar assignments independently.

DELIVERABLES

  • Inception report together with methodology to guide the development of the Guideline.
  • Power point presentation and records of sessions on IIRR team Orientation.
  • A revised guideline on the production, analysis and use of CGD to monitor and report on the SDGs.
  • A comprehensive training programme on the production, analysis and use of CGD.
  • Training packages for a five-day training.
  • Training report with a summary of pre and post training assessments, key outcomes of the training and action points for follow-up.
  • A brief progress report on the draft preparation, finalization of the guideline, the training sessions, and the overall capacity development contributions to IIRR team.

  • Having an experience on traning faciliation and administration on citizen's generated data is an advantage
