ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

To provide specialist advice, analytics and contributions to integrated supply chain operations at HQ/RB level, or manage field supply chain operations to ensure an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners

KEY ACCOUNTABILITIES (not all-inclusive)

The Supply Chain Officer (Pipeline) for WFP Afghanistan will be responsible for the following duties. The incumbent will report to the Head of the Pipeline, Commodity Accounting and Funds Management team.

1. Develop resourcing and gap analysis reports on commodity requirements, availability and other shortfalls for Afghanistan (e.g. food planning, and availability vs consumption analysis) and provide SC senior management information on Afghanistan stocks and resources.
2. Develop different SOPs and tracking tools for managing Afghanistan supply and demand pipeline to optimize the Afghanistan operation and ensure timely delivery of food assistance and overcome SC challenges.
3. Support with the development of monthly–yearly sourcing strategies and food demand plans for Afghanistan that will be used for GCMF replenishment to reduce lead time and optimize upstream pipeline and delivery.
4. Analyze regional and country context, provide technical advice, and identify opportunities for improvement and innovation initiatives to maximize the effectiveness of supply chain operations by collecting requirements, inputs, information and liaising with HQ, RB, CO to further develop and support the Pipeline Dashboard.
5. Provide SC information and advice to guide SC Operations/HQ/RB decision-making on Afghanistan stocks and resources required through dashboards and SC tools.
6. Develop new supply chain dashboards for ease of information sharing, decision making and reporting.
7. Build productive partnerships and collaborate with other units (Programme, BPU, Procurement, Partnership, GCMF) in critical supply chain functions to ensure an integrated supply chain approach to food assistance and cross-functional operational alignment.
8. Collaborate with the Commodity Accounting team in monitoring Grant and BBD expiration and follow up with senior management, BPU, and donor relation office on potential bottlenecks to meet the deadline in the food supply delivery.
9. Liaise with HQ planning team on the improvement and maintenance of the PRISMA tool and be aligned on the new initiatives related to the project.
10. Work closely with the commodity accounting team and BPU to ensure that all loans, swaps, repayments and diversions are properly recorded and provide regular status to Country Office Management;
11. Develop staff capacity by developing based on identified training needs of all stakeholders in relation to DOTS and LESS usage.
12. Act as Deputy during the absence of the Head of the Pipeline, Commodity Accounting and Funds Management team

STANDARD MINIMUM QUALIFICATIONS

Education:

• Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field.
• Or First University degree with additional years of related work experience and/or training/courses.

Experience:

• At least five years of postgraduate professional experience in Supply chain, Logistics, Procurement.
• Experience with LESS (MM/WM module), DOTS (including dashboard development), EXCEL (Advanced) and knowledge of other WFP working tools (such as Comet, Tableau etc.)
• Progressively responsible experience in supply chain with WFP at the country level, including pipeline planning, commodity accounting. Experience in fund management is desirable.
• Experience in donor reporting (both quantitative and qualitative)
• Experience in implementing approved corrective actions to improve performance and monitoring progress.
• Experience supervising professional staff.

Knowledge and Skills:

• Advanced knowledge of DOTS and LESS
• Has provided advanced technical support on corporate supply chain tools and commodity accounting processes and procedures.
• Has motivated team spirit and contributed to a gender-balanced, inclusive and sound working environment.

Language:

• Fluency (level C) in English language.
