As a trusted, long-term partner with extensive operational experience, UNDP supports countries in the effective implementation of complex, multilateral and multi-sectoral health projects while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. The UNDP/Global Fund partnership is an important part of this work, facilitating access to resources for action on SDG 3 by countries that face constraints in directly receiving and managing such funding.

UNDP Angola is the Principal Recipient (PR) of the New Ffunding Model (NFM) 2 grant. The grant, which is a consolidated HIV, malaria and tuberculosis Grant is ending on 30 June 2021, with no possibility for extension.. UNDP is therefore in the process of accelerating the implementation of activities towardsmaximum absorption of grant funds while initiating the grant closure process and preparing for the next grant cycle (NFM3).

The acceleration of NFM 2 grant implementation and initiation of the grant closure process requires the engagement of a hands-on Programme Acceleration Consultant to support the UNDP/Global Fund Project Management Unit for 60 days, between 19 May 2021 and 31 July 2021

Duties and Responsibilities

The Programme Acceleration Consultant will support the UNDP PMU Programme team in the following critical interventions :

  • Accelerating the implementation of the remaining NFM2 grant activities at the level of UNDP;
  • Engaging and supporting UNDP Sub-Recipients(SRs) in the acceleration of the implementation of their respective workplans;
  • Identifying and operationalising opportunities for replanning of PR and SR workplans and reallocation of grant funds;
  • Preparing for grant closure through the final grant report (PUDR) and related activities;
  • Strengthening the programme management capacity of the PMU programme team through hands-on coaching and structured training sessions;
  • Developing essential SOPs that ensure the systematic and structured management of programme activities within the PMU. This will include reviewing and proposing appropriate PMU’s flow processes and SOPs.

Scope of work

NFM 2 Grant acceleration :

  • Hands-on leadershipof the PMU programme team in implementing the Grant workplan to ensure completion of planned activities by 30th June 2021;
  • Identify remaining activities at the level of the Principal Recipient and Sub-Recipient; develop acceleration plans accordingly;
  • Identify and address bootlenecks to acceleration at the level of the PR and SR;
  • Identify and pursue opportunities for reprogramming of activities and related grant resources; request and operationalise reprogramming plans and budgets at the level of SRs;
  • Draft activity terms of reference to support grant implementation at PR and SR levels;
  • Support the recruitment of Consultants to help implement remaining activities;
  • Monitor the implementation of PR and SR workplans, including reprogramming plans, to ensure full execution.

Preparations for NFM 2 grant closure

  • Initiate data collection and data verification processes related to the January – June 2020 period, for the grant performance targets related to the HIV, malaria and tuberculosis Programmes;
  • Work to improve the quality of the data received from the malaria and tuberculosis Programmes compared to the July-December 2021 period;
  • Constructively engage with all SRs, including NGO SRs, to ensure that preparations for grant closure are initiated, in compliance with UNDP rules and regulations;
  • Develop a grant closure roadmap with actionable activities.

PMU Capacity Strengthening

  • Identify and pursue opportunities for hands on/ on the job training or structured training of PMU staff in programme management;
  • Identify and pursue opportunities to improve the PMU’s working processes on programme management, including data collection and reporting processes;
  • Help review and strengthen standard operating procedures within the PMU.

Expected outputs and Deliverables:

  • Grant acceleration plans at the level of the PR and SRs;
  • Reprogramming plans at the level of the PR and SRs;
  • Activity terms of reference in support of acceleration plans;
  • Consultants’ terms of reference in support of acceleration plans;
  • Draft outcome and coverage indicators for the January – June 2020 Progress Update and Disbursement Request;
  • Monthly programmatic implementation and management analysis report – reports to contain analysis of the achievement of the workplan, resolving bottlenecks and SR support and engagement;
  • Contributions to the PMU’s validated process flows and SOPs.

Payments:

Payments shall be processed and paid in tranches upon the acceptance by the UNDP Angola Global Fund Project Programme Coordinator of the following deliverables submitted by the Consultant:

TRANCHING

DELIVERABLE 1st Tranche 30%

Upon submission of the following :

  • Grant acceleration plans at the level of the PR and SRs;
  • Reprogramming plans at the level of the PR and SRs;
  • Activity terms of reference in support of acceleration plans;
  • Consultants’ terms of reference in support of acceleration plans;
  • A detailed monthly programmatic implementation and management analysis report.

2nd Tranche 30%

Upon submission of the following :

  • NFM2 Grant closure road map with actionable programmatic implementation and management activities which include an updated and detailed closure activities tracker;
  • Validated programmatic implementation and management process flows and SOPs;
  • A detailed monthly programmatic implementation and management analysis report.

3rd Tranche 40%

Upon submission of the following :

  • Draft outcome and coverage indicators for the January – June 2020 Progress Update and Disbursement Request;
  • Programmatic implementation and management training with a training report that details appropriate programmatic; implementation and management actions, practices and routine activities that ensure continued best practices in grant; management.
  • A detailed monthly programmatic implementation and management analysis report.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Programmes Management/Social Sciences/Public Health or related field.

Experience:

  • A minimum of 7 years progressive relevant professional experience in programmes management, of which at least 5 years will include health or Global Fund grant management experience;
  • Sound knowledge of Global Fund polices and processes and experience working on Global Fund programmes, an asset;
  • Work experience in developing countries highly desirable;
  • Strong familiarity with the UN or UNDP programmes management practices, rules and procedures, desirable;
  • Solid experience in the management of people and systems in high-pressure environments;
  • Experience in the usage of computers and office software packages and web-based management systems.

Language Requirements:

  • Excellent oral and written English.
  • Portuguese or Spanish is desirable.

Documents to be included when submitting the proposal

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Proposal:

  • Explaining why they are the most suitable for the work and brief methodology on how they will approach and conduct the work;
  • Financial proposal;
  • Personal CV including past experience in similar projects as required in the TOR

Financial Proposal:

  • The financial proposal shall specify an all-inclusive daily fee. Payments will be made to the Individual Consultant based on specific and measurable deliverables as specified in the TOR upon completion of all corresponding deliverables

Evaluation:

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

Award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and,

b) Having received the highest score out of a pre-determined set of weighted technical and financial
