OBJECTIVES:

This assignment is to provide support to the section during the maternity leave of the Social Policy Manager. 2.2 Objectives Under the overall supervision of the Chief of Social Policy, and closely working with the Baxnaano Programme Coordinator and Social Policy Specialist, the incumbent will support the implementation of social protection and child poverty work, as laid out in the work plan 2021 and in collaboration with Government partners. The post has primary responsibility for the following engagements, as follows:

(i) Support to develop shock-responsive social protection system: The post will liaise with the Project Coordinator of SNHCP and the Social Policy Specialist to develop funding proposals, implement specific capacity development and knowledge management activities under the SNHCP and quality assure the development of the social protection curriculum under the SDG project. This workstream will require working with Government counterparts (federal Ministry of Labour and Social Affairs and Somaliland Ministry of Employment, Social Affairs and Family), UN implementing agencies and donor agencies to ensure the effective implementation of these activities and strategic funding proposals will enhance UNICEF contribution to social protection agenda as outlined in the PSN.

(ii) Child poverty analysis: The post will advance Country Office engagement in child poverty analysis, by preparing the concept note of a child poverty and vulnerability analysis (MODA), based on the Somali health and Demographic Survey data. This will also entail engagement with the National Bureau of Statistics to strengthen national capacity to monitor child poverty.

SCOPE OF WORK:

Under the supervision of the Chief of Social Policy, the Consultant is expected to:

a) Contribute to implementation of capacity development and knowledge management output of Component 2 of the national safety nets for human capital programme (Baxnaano);

b) Contribute to the implementation of the Joint programme on Combating Poverty and Vulnerability through building Social Protection in Somalia;

c) Contribute to analytical work on social protection and proposal development;

d) Advance UNICEF engagement on Child Poverty analysis; and,

e) Undertake any other work required by the Chief of Section.

Contribution to the implementation of Component 2 of Baxnaano:

a) In collaboration with Baxnaano Programme Coordinator, lead the implementation of appropriate knowledge management and visibility activities of the Baxnaano project, including technical oversight over the firm implementing the activities marking the first anniversary of Baxnaano.

b) Support the SP team to implement the specified training and study tours as laid out in the capacity development plan.

c) Lead in the promotion of linkages of Baxnaano beneficiaries to health and nutrition services.

Contribution to the implementation of the MPTF Programme Phase 2:

a) In collaboration with Social Policy Specialist ,support development of the social protection curriculum for social workers professional training. This will build on the TRANSFORM curriculum and adaptation of the said module that is primarily intended for practitionners to university students that are pursuing higher studies.

b) Develop broad ideas for a Phase 3 of the Joint Programme.

Contribution to analytical work on social protection and proposal development:

a) Provide inputs to the concept note on child-sensitive social protection programme

b) Provide quality assurance to analytical work to support national discussion on Social Protection policy options for designing the national cash transfer programme.

c) Lead on social protection proposals development, in consultation with the team.

Support to child poverty work Support to Child poverty analysis work:

a) Prepare the ToRs of the child poverty and vulnerability analysis (MODA) that will be done using DHS data.

b) Identify possible firms to perform the analysis and in collaboration with Supply colleagues, lead on the procurement of the institutional contract to undertake the assignment.

c) Support impelmentation and quality asurance of child poverty and vulnerability analysis (MODA)

DURATION AND CONDITIONS:

The assignment is for seven months, on a full-time basis. The consultant will initially be home-based for a period of 1.5 months, then travel is expected to travel to Mogadishu according to country office return to office strategy. Frequent interactions are expected with Government counterparts (FGS Ministry of Labour and Social Affairs, Somaliland Ministry of Employment, Social Affairs and Family), WFP and ILO.

Rest & Recuperation will apply if consultant qualifies as per applicable rules and regulations.

DELIVERABLES:

1. Concept note for the child poverty and vulnerability analysis
2. 2-3 knowledge & visibility products to mark the first anniversary celebration of SNHCP completed for publication on Baxnnano & UNICEF websites
3. 2 Training reports (1 on Shock-responsive Social Protection and 1 on Monitoring & Evaluating of SP programmes)
4. 1 proposal on child-sensitive social protection finalized
5. Approved & detailed agenda for the 2 planned study tours to the 4 identified countries
6. Concept note with 3 suggestions proposed for Phase 3 of the MPTF Social protection programme
7. Social protection Curriculum for the social workers developed and submitted to universities for validation
8. Linkages of Baxnaano beneficiaries to health and nutrition services established

The Consultant shall be paid upon submission of monthly progress reports and after acceptance of the progress report by the supervisor.

To qualify as an advocate for every child you will have…

• Advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
• A minimum of eight years of relevant professional work experience is required.
• Developing country work experience and/or familiarity with emergency is required.
• Demonstrated experience leading social protection engagements with government in fragile or low-income states is required.
• Prior experience with UNICEF in a developing country would be an advantage.
• A strong record of high-quality research and/or publications is considered an asset.
• Excellent, writing and editing skills in English, effective presentation and report-writing skills; with ability to provide concrete technical and other advisory support.
• Demonstrated ability to plan, manage, coordinate and monitor day to day workflow in timely fashion, efficiently and with attention to detail.
• Ability to work independently in multi-disciplinary and multicultural settings.
