Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental concerns can contribute to peace, security and stability. The OCEEA’s role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote peace and security.

The OCEEA implements a number of extra-budgetary projects and activities that put into practice the commitments OSCE participating States have agreed upon in the areas of anti-corruption, anti-money laundering, connectivity, transport, trade and customs, human capital development, entrepreneurship and business development, migration governance, water management, disaster risk reduction, hazardous waste, climate change, environmental good governance, and energy security.

On an ad-hoc basis, the OCEEA requires services of external experts and consultants to perform a variety of short-term assignments and support the Office in communicating, promoting and raising awareness of the results and impact of its projects, products and activities to internal and external target audiences (participating States, donors, other international organizations and public).

Duration of Assignment: Maximum 144 days

Tasks and Responsibilities:

To enrich its roster of experts and consultants for contractual engagement, the OCEEA calls for applications of international consultants with substantial experience in formulating and facilitating communications and visibility strategies and campaigns for a wide range of OCEEA’s projects. More specifically, the Experts/Consultants will be tasked to:

  • Provide strategic advice, concrete work plans and contribute to the execution of awareness raising campaigns on key topics related to the OCEEA’s mandate;
  • Analyse the existing communications, awareness raising and visibility approaches and tools, identify gaps and advise on the effective communication strategies;
  • Draft communication plans highlighting project activities, results and impact to donors, partners, beneficiaries, OSCE staff members and OSCE participating States;
  • Develop visual identity packages for OCEEA projects to communicate objectives and comparative advantage to potential donors.
  • Develop social media editorial plans, including creating content for various SM platforms and creating a calendar of Communications and Visibility (C&V) activities.
  • Plan, design and execute communication deliverables for the activities and events planned for OCEEA projects, including drafting and/or editing feature stories, articles, social media messages, factsheets and updates and other relevant outputs to promote their visibility.

Necessary Qualifications:

  • Completed first level university degree in communications, marketing, political sciences, international relations or related fields;
  • A minimum of 5 years of relevant experience in the field of communications, social media campaign development, ideally including in the broad range of topics that the OCEEA is working on: anti-corruption, anti-money laundering, human capital development, entrepreneurship and business development, connectivity, transport, trade and customs, migration governance, water management, disaster risk reduction, hazardous waste, climate change, environmental good governance, youth and/or energy security;
  • Proven experience formulating communications and visibility plans for events and projects;
  • Proven experience in developing communication materials for publications, factsheets, as well as websites and social media accounts;
  • Proven experience in developing captivating narratives and clear and concise messages that resonate with broad and diverse audiences;
  • Proven experience in developing videos and reels;
  • Professional fluency in the English language, both oral and written with excellent communication skills; knowledge of another OSCE language will be an asset;
  • Ability to work with minimal supervision and under time pressure and tight deadlines;
  • Ability to establish and maintain effective work relations with people from different cultural, political, and national backgrounds;
  • Previous experience with the OSCE will be an asset.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
