UNDP Sustainability Unit:

The focus of the UNDP Sustainability Unit in Afghanistan is on reducing poverty and creating mechanisms that help the country to cope with socioeconomic stresses resulting from limited human development, the humanitarian crisis and climate change. The unit provides quality assurance for the Community-based Climate-responsive Livelihoods and Forestry (CCLF) which will be implemented by the Ministry of Agriculture, Irrigation and Livestock (MAIL).

Project Description:

Community-based Climate-responsive Livelihoods and Forestry (CCLF) aims to address climate change induced disaster challenges related to food insecurity, climate change resilient livelihood and forestry. This will be achieved through (1) Strengthened capacities of national and sub-national governments and communities to address climate change impacts (2) Restoration of degraded lands and climate-resilient livelihoods interventions. (3) Natural forests sustainably managed and new forest areas established by reforestation (4) Knowledge management and M&E. The project is funded by the GEF´s Least Developed Country Fund (LDCF) with a total budget of USD11 million, including UNDP USD 1 million cash co-finance. The project will be implemented in four provinces Ghazni, Samangan, Kunar and Paktia by the Ministry of Agriculture, Irrigation and Livestock (MAIL). The project’s proposed duration is from Jan 2022 to December 2026.

Duties and Responsibilities

Scope of Work:

The Social and Environmental Safeguards Specialist will work with the other PPG team members to deliver the following deliverables.

Preparatory Technical Studies and Reviews (Component A):

  • Prepare inputs and support the required analyses/studies, as agreed with the PPG Team Leader;
  • Review and gather existing data and information on the socio-economic conditions, conflicts, including population size and structure, current land use, livelihoods, and poverty level, of the local communities that live in, and/or use natural resources from, and collate up-to-date socio-economic information including gender-disaggregated data and ethnic composition;
  • Educate and create awareness on the project, and secure informed consent of local communities, CSOs and NGOs;
  • Prepare a socio-economic and safeguards report on the target sites based on the results of the above reviews and assessment.
  • Take lead in social and environmental risk assessment, reviewing the PIF pre-screening of the UNDP Social and Environmental Screening Procedure (SESP), support the implementation of actions identified at PIF stage and contribute to further iterative screening throughout the PPG;
  • Develop environmental and/or social management plan(s) for all risks identified as Moderate or High in the SESP, including strategy related to ethnic groups/ indigenous peoples, and preparation of Ethnic/ Indigenous People Plan;
  • Liaison with Implementing Ministries, State administrations and other agencies in relation to conflict sensitivity and conflict management, stakeholder engagement, particularly in relation to partnership and project implementation arrangements;
  • Support completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs;
  • Coordinate and ensure synergies with the work of the National Gender and Stakeholder Specialist.

Formulation of the ProDoc, CEO Endorsement Request and Mandatory Annexes as well as project specific annexes (Component B): Prepare inputs and support the required analyses/studies, as agreed with the PPG Team Leader, including:

  • Social and environmental risk assessment, reviewing the PIF pre-screening of the UNDP Social and Environmental Screening Procedure (SESP);
  • Prepare environmental and/or social management plan(s) for all risks identified as Moderate or High in the SESP;
  • Risk/conflict and stakeholder management plan; and
  • Support the agreements on project management arrangements.

Validation Workshop (Component C):

  • Contribute to the validation workshop; and
  • Support all necessary revisions that arise during the workshop, as appropriate

Final Deliverables:

  • Preparation of Environment and Social Management Framework (ESMF) along with Indigenous People Planning Framework (IPPF); 10 working days 29 % payment of total contract
  • Detailed analysis of risks identified in the SESP, along with FPIC protocols and progress report on consultations toward a FPIC and contribute towards the development of risk/ conflict management strategy, and stakeholder engagement plan; 15 working days 43 % payment of total contract
  • Appropriate inputs into the final UNDP-GEF Project Document and GEF CEO ER , 3 working days 9 % payment of total contract
  • UNDP Social and Environmental and Social Screening Template (SESP); 5 working days 14 % payment of total contract
  • UNDP Project Quality Assurance Report and UNDP Risk Log; 2 working days 6 % payment of total contract

Required Skills and Experience

Master's degree or higher in a relevant field: environmental development, environmental policy, natural resources management, social-economic development, conflict management, or closely related area;

  • Minimum 5 years of demonstrable experience in social-economic development at rural and community levels, especially in co-management of natural resources, conflict resolution and management;
  • Demonstrated experience working on policy and programmatic issues with national and local governments and civil society organizations including community organizations;
  • Demonstrated experience in working with local government, local groups, and indigenous people;
  • Excellent facilitation skills, including with gender responsive stakeholder meetings; and

Language requirements:

  • Fluency in written and oral and English required;
  • Superior English drafting skills.

Work Arrangement:

Institutional Arrangements

Under the overall supervision of the Head of Unit and technical guidance of the Regional Technical Specialist, the Consultant will provide assistance to the Livelihoods and Resilience Unit in developing project documents and reports for the “Community-based Climate-responsive Livelihoods and Forestry (CCLF)”.

UNDP will provide office space and internet facility, logistical and other support service. The Consultant however is expected to bring his/her own laptop and mobile phone and meet local communications costs (UNDP will provide a local pre-paid SIM card). Costs to arrange meetings, workshops, travel costs to and DSA during field visits (if any), etc. shall be covered by UNDP.

Duration of the Work

The original duration of the assignment is 5 months from 0`/June/2021 until 30/October/2021 (with maximum 35 working days of input) with 1 mission to Afghanistan for 10 calendar days

Duty Station

Home based and Kabul (one missions to Afghanistan for 10 calendar days, depending on situation on the ground).

Price Proposal and Schedule of Payments:

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal. The consultant shall then submit a price proposal when requested by UNDP, in accordance with the below:

  • Daily Fee – The contractor shall propose a daily fee, which should be inclusive of his/her professional fee, local communication cost and insurance (inclusive of medical health insurance and evacuation). The number of working days for which the daily fee shall be payable under the contract is 35 working days;
  • UNDP/CCLF projects will provide free accommodation to the consultant in the UNOCA compound. The contractor is NOT allowed to stay in a place of his choice other than the UNDSS approved places. UNDP will provide MORSS compliant accommodation to the contractor. The payment of UNOCA accommodation shall be made directly by the contractor;
  • Travel & Visa – The contractor shall propose one estimated lump-sum for home-Kabul-home travel (one) (economy most direct route) and Afghanistan visa expenses;

The total Professional fee shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

  • The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Technical Criteria for Evaluation (70 points)

  • Criteria 1: Technical Approach and Methodology (Max 30 points). This explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;
  • Criteria 2: Work plan (Max 10 Points). The incumbent should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan;
  • Criteria 3: Relevant experiences in area of specialization (climate change and project monitoring) (Max 10 points);
  • Criteria 4: Relevant experiences with GEF projects (Max 20 points);

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Duly accomplished Confirmation of Interest and Submission of Financial Proposal Template using the template provided by UNDP (Annex II);
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical proposal:

  • A brief description of why the individual considers him/herself as the most suitable for the assignment; and
  • A methodology, on how they will approach and complete the assignment.

Financial proposal, as per template provided in UNDP jobsite (Annex II);

Incomplete proposals may not be considered.
