Result of Service The following deliverables are expected at the end of the mission: - Based on the training tools on trafficking in persons and smuggling of migrants developed by UNODC, design a syllabus and two training manuals on trafficking in persons and smuggling migrants including training objectives for Senegalese Police and Gendarmerie Schools. (25 working days) - Facilitate and moderate two (02) validation and presentation workshops of both syllabus and manuals training on trafficking in persons and smuggling of migrants for Police and Gendarmerie Schools (06 working days); - Training of Trainers for Police and Gendarmerie School’s Instructors serving in Police and Gendarmerie Schools of based on two manuals mentioned above. (07 working days) - Prepare and facilitate four (04) training sessions on trafficking in persons and smuggling of migrants for law enforcement officer, judicial authorities, specialized social workers and civil society organizations (28 working days) - Submission of a final mission report. (02 working days)

Work Location Home-based, with travel to Senegal

Expected duration 68 days, from 01 July to 20 November 2023

Duties and Responsibilities Under the supervision of the Regional Programme Coordinator heading the Trafficking in Persons and Smuggling of Migrant’s Unit of the Regional Office and the overall guidance of the Senior Regional Advisor (Head of the Law Enforcement Section, ROSEN), the Consultant will undertake the following tasks:

  • Develop a syllabus and two training manuals on trafficking in persons and smuggling of migrants for Senegalese Police and Gendarmerie Schools based on the training tools developed by UNODC.
  • Present for validation the syllabus and the training manuals by Senegalese Police and Gendarmerie Schools,
  • Facilitate a training of trainers for Instructors (Police and Gendarmerie schools)
  • Conduct four training sessions on trafficking in persons and smuggling of migrants for criminal justice practitioners, specialized social workers and civil society
  • Submit a mid-term and final mission reports.
  • Facilitate a three day training for Law Enforcement and Criminal Justice actor in Kédougou

    Qualifications/special skills An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

  • At least 10 years’ experience as Judicial Police Officer (Police, Gendarmerie) in the fields of investigations, operational support, transnational organized crime including trafficking in persons and smuggling of migrants, child abuse is required.
  • Practical experience as a Trainer/Specialist in Intelligence and Transnational Investigations and operational support in the fields of countering organized crime, illicit trafficking, and border management for the benefit of Judicial Police Officers is required.
  • Practical experience in designing training manuals in the field of transnational organized crime for criminal justice practitioners is desirable;
  • At least 05 years’ experience as Investigation Unit Coordinator in the fight against irregular migration and/or transnational organized crime including trafficking in persons and smuggling of migrants is desirable.
  • Practical experience in delivering training programs in the areas of operational support and investigations is required.
  • Ability to write clear reports and modules in French is required.
  • Experience in working with United Nations agencies and other international organizations is desirable.
  • Good knowledge of criminal law in the civil law tradition is desirable.

    Languages French and English are the working languages of the United Nations Secretariat. For the advertised position, fluency in oral and written French is required. Knowledge of another official United Nations Secretariat language is an advantage.
