Background:

The OSCE website is developed and maintained as a corporate platform out of the Communication and Media Relations Section (COMMS) resources for the benefit of the entire Organization. Since the last update of the OSCE web platform was done in 2014-2015, this project is introducing many areas of improvements, giving flexibility to the content contributors to showcase the impact of OSCE activities in a modern, compelling way.

The new website would bring increased understanding of the OSCE by its audiences, as well as creating stronger and more trustworthy image. In addition, this will give OSCE a website that is ready to support a major communication campaign in 2025, as well as easier publishing workflows for the executive structures.

Tasks and Responsibilities:

Under the general supervision of the Chief, Online Communications Unit the consultant provides explanatory content about the OSCE, its origins, foundations and selected OSCE actors. The Senior Editor will follow the editorial guidelines of the OSCE Communications Portal and suggest OSCE resources and published news articles to support the content. Working closely with the UX Design Lead, the Senior Editor prioritizes the usability of the website and suggests infographics and interactive elements as needed. The consultant will liaise with relevant OSCE departments as appropriate and review the written content to ensure it complies with OSCE rules and regulations and other pertinent requirements.

1. Write clear and concise copy for static pages and sections to inform about the OSCE and edit existing material to fit updated pages and sections. 2. Adhere to established tone and editorial guidelines for the OSCE (see OSCE Communications portal). 3. Research OSCE resources and news articles to support written copy. 4. Suggest infographics or interactive elements to support written content. 5. Establish links between static and dynamic pages. 6. Capture all written and visual content in the website repository. 7. Liaise with relevant OSCE departments as appropriate and reviews written content to ensure it complies with OSCE rules and regulations and other pertinent requirements. 8. Ensure that the written content is easily understandable by the public (cf. OSCE handbook). 9. Create a glossary for advanced terminology and links it to the relevant explanations. 10. Generate a table of contents, serving as a jump-in-navigation point for pages with extensive content. 11. Provide useful metadata, such as image descriptions and alternative texts, to improve the user-friendliness and accessibility of the website. 12. Focus on semantic correctness and well-structured content. 13. As needed: Take and edit photos of OSCE facilities based in Vienna and other subjects that reflect the image of the Organization where needed.

Deliverables:

- A well-maintained website repository with clear, concise content (using Confluence); - A semantically correct and user-friendly page content structure; - Website metadata;

The Chief, Online Communications Unit will verify the performance of the Consultant and will certify whether the services have been successfully performed.

Necessary Qualifications:

  • • First-level university degree in journalism, international relations or related field in the humanities or social sciences, combined with several years of experience in planning, editing and producing publications. • Minimum of six years of professional experience in editing and packaging digital or print products for a broad audience, preferably in an international, multi-cultural environment. • Experience in preparing content for online publications. • Experience working with editing software applications and web publishing tools. • Experience in preparing content for OSCE publications (activities, structure and history) and a thorough knowledge of the Organization’s terminology is a strong asset. • Ability to write convincingly and informally, with a minimum of institutional jargon, expressing complex ideas simply. • Excellent writing and editing skills in English. • Demonstrated political judgement, analytical skills and ability to function in a deadline-driven environment. • Demonstrated ability to communicate clearly and effectively. • Demonstrated superior organization skills. • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds while remaining impartial and objective.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
