Background:

The Armenia Co-operation Programme (hereinafter, ACP) is an initiative that seeks to support continued project-based collaboration of the OSCE Secretariat and Institutions with Armenia within the framework of their respective mandates across all three OSCE dimensions. In September 2017, the Government of the Republic of Armenia (hereinafter, RA) and the OSCE agreed on the establishment of the ACP, following the closure of the OSCE Office in Yerevan on 31 August 2017.

Within the area of support to ongoing reforms in the security and justice sector, strengthening democratic control and oversight of the security sector was identified as a priority by the Armenian authorities in the framework of the ACP. Building on previous efforts of the OSCE Office in Yerevan and informed by a comprehensive needs assessment, conducted by the OSCE Secretariat and ODIHR, extra-budgetary projects were developed in support of a strengthened security sector governance and police-public partnership in the RA.

The OSCE’s Transnational Threats Department/Strategic Police Matters Unit (hereinafter, TNTD/SPMU) is currently implementing a two-year project on strengthening security sector governance in the RA. The project on ‘Strengthening Democratic Policing Principles through Enhanced Police-Public Partnership’ targets the community police and educational aspects of the police reform and envisages close partnership with the Ministry of Interior, the Police Headquarters, the Police Education Complex. The project recently embarked on the implementation of the EU funded joint UNDP-OSCE endeavour to support police reform in Armenia.

Within the framework of the latter, the OSCE supports the Ministry of Interior in reforming the community policing in Armenia. Expert advice is provided in connection with the strategic policy development as well as in the assessment of the corresponding regulatory framework, development of specific regulations and of the procedural framework.

Objective of Assignment:

Expert advice and support in review and development of policy documents and normative legal acts pertaining to community policing in Armenia.

Duration of Assignment:

This is a roster call. Duration of the assignment depends on the tasks and deliverables assigned

Tasks and Responsibilities: The successful candidate will be tasked with the following duties:

  1. Develop legislative amendments to legal acts pertaining to community policing in Armenia, including, but not limited to the law on Police, law on Police Service, Criminal Procedure Code, Criminal Code, Family Code, Law on Prevention of Domestic Violence Law on Operative-Intelligence Activity, Police Disciplinary Code;
  2. Develop a set of Standard Operating Procedures (SOPs) on community policing in form of a government decree(s);
  3. Participate in on-site discussions with relevant stakeholders, e.g. Ministry of Interior, Police HQ, civil society;
  4. Giving presentations related to areas of expert advice, including by preparation of PowerPoint slides or in a similar format.
  5. Other relevant expert contributions.

Necessary Qualifications:

  • University degree in law, law enforcement, public administration and policy or related field;
  • Minimum 8 years of progressive professional experience in the field of law enforcement, especially community policing and police reform;
  • Knowledge of international human rights standards in a policing context and ability to integrate these into the candidate’s own work;
  • Proven experience in the field of law, law enforcement, preferably at medium to senior level of engagement;
  • Previous experience in reviewing/developing policy and regulations, as well as law-drafting experience is required;
  • Previous experience in working with international organizations or international projects would be a distinct asset;
  • Geographical expertise in the OSCE area, in particular Armenia, would be a distinct asset;
  • Demonstrated knowledge of the Armenian law enforcement and governance system;
  • Professional fluency in Armenian with working knowledge of English, including excellent oral and written communication and reporting skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Computer literacy.

Desirable qualifications

  • Previous OSCE experience is an asset

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
