Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. The Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations.

The Strategic Police Matters Unit (SPMU) at the Secretariat responds to requests from participating States for specific expert advice on policing and police-related activities. Good policing has played a vital role in preventing conflict (particularly secondary conflicts), in preserving social stability during political crises, as well as in supporting the rehabilitation period following the end of conflict. Equally apparent is that without effective law enforcement and genuine respect for the rule of law and the institutions responsible for upholding it, there can be little likelihood of social, political or economic stability.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of instability, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security.

The Transnational Threats Department/Strategic Police Matters Unit (TNTD/SPMU) and the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) at the Secretariat are supporting OSCE participating States in South-Eastern Europe and beyond to improve the effectiveness of the fight against organized crime and corruption, focusing on asset recovery efforts. The assistance is provided through an extra-budgetary project implemented by TNTD/SPMU and OCEEA in close co-operation with the OSCE filed operations.

Objective of Assignment:

The objective of this roster call is to invite qualified candidates with a range of skills and expertise on countering, preventing and combating organized crime and corruption to join the OSCE roster of experts. Once admitted to the roster, candidates will be considered for upcoming consultancies. Shortlisted candidates will be contacted regarding specific consultancies and requested to confirm their interest and availability. The final selection among short-listed candidates may involve interviews and a written test.

Duration of Assignment:

This is a roster call. Duration of the assignment depends on the tasks and deliverables assigned.

Tasks and Responsibilities:

Consultancy services will be required within the areas of expertise outlined below. Specific assignment related tasks, and number of days, will be further specified in the Terms of Reference. Assignment areas include:

1. Carrying out a needs assessment on the threats posed by organized crime and corruption to the security of pS; 2. Conducting research and analysis (including legal analysis) on best practices and gaps at the national level in the following areas: - asset tracing, asset seizure, asset confiscation; - management of assets confiscated from organized crime and corruption cases, re-use of confiscated assets, including for social purposes; - application of the existing legal provisions. 3. Providing operational support and/or technical assistance to develop and deliver training and capacity-building activities to law enforcement and criminal justice practitioners on asset recovery. The thematic of training courses include, but are not limited to, financial investigations, extended confiscation, international co-operation, international mutual legal assistance, etc.; 4. Providing operational support and/or technical assistance to develop and deliver training and capacity-building activities on effective management of assets confiscated from organized crime and corruption; 5. Developing awareness raising activities on the importance of social re-use of confiscated assets in preventing and countering organized crime and corruption.

Deliverables:

Candidates are requested to indicate their area of expertise and number of years of experience in their application (cover letter). The expert might be hired in order to cover several tasks in the areas described above. Assignment-specific tasks and responsibilities and required level of expertise will be outlined in the terms of references shared with the candidates short-listed for a specific assignment.

Necessary Qualifications:

  • First or second level university degree (depending on the assignment) in law, criminal law, international studies, public policy, political science or a related field or technical expertise gained through other types of education, e.g. relevant police, military or security service education;
  • A minimum of 5-10 years of documented professional experience at national or international level of security and/or policing, combating organized crime and corruption, asset recovery and similar thematic areas, based on the level of the assignment;
  • Previous experience with teaching or delivering training courses to criminal justice practitioners on specific aspects of the asset recovery cycle (asset tracing, seizure and confiscations, asset management, asset re-use) as a mechanism to fight organized crime and corruption;
  • Previous experience working for international organizations and/or on international projects is a distinct asset;
  • Experience in qualitative and/or quantitative analysis;
  • Professional fluency in English with excellent communication (both oral and written) skills; knowledge of local languages in the geographical area of OSCE assistance projects in South Eastern Europe or Eastern Europe is a valuable asset.
  • Flexibility and ability to work under time pressure to meet tight deadlines;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
