Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings and its Addenda. The Office also provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings.

Objective of Assignment:

To enrich its roster of experts and consultants, for contractual engagement, the OSCE OSR/CTHB calls for applications of qualified, experienced international experts and consultants in the field of combating trafficking in human beings.

Duration of Assignment:

The duration of the consultancies will depend on specific project/activity.

Tasks and Responsibilities:

Combating trafficking in children; THB for removal of organs; Financial investigation in CTHB; Technology-facilitated THB; Prevention of THB in public and private businesses’ supply chains; Gender and CTHB; Impact of THB on vulnerable groups, incl. minorities, persons with disabilities; Addressing demand for THB for sexual exploitation; CTHB in mixed migration flows, incl. identification of victims; Developing national systems to enhance identification and provide assistance to victims of trafficking; CTHB training for criminal justice stakeholders, incl. judges, prosecutors and law enforcement (specialized and non-specialized police units, border police); CTHB capacity building, incl. development of training methodology and curricula, enhancing the capacity of national training institutions, multi-disciplinary training; Communications/design of documents, publications, video.

Necessary Qualifications:

  • Second level degree in law, social studies, security, economics;
  • A minimum of five (5) years’ experience as expert/consultant on THB issues;
  • In-depth knowledge of international legal standards on combating trafficking in human beings;
  • In-depth understanding of multi-agency and human rights-based approaches in combating trafficking in human beings;
  • Proven expertise in related areas specified in this vacancy note;
  • Previous consultancy experience with an international organizations in the CTHB area;
  • Strong analytical ability;
  • Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
