Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Transnational Threats Department/Action against Terrorism Unit (TNTD/ATU) is the focal point for coordinating and facilitating OSCE anti-terrorism activities. TNTD/ATU contributes to the implementation of the OSCE's counter-terrorism commitments by providing support to the Chairperson-in-Office, the Secretary General and the participating States on anti-terrorism matters and by enhancing co-ordination within the OSCE on related issues. One of TNTD/ATU’s portfolio is countering terrorism financing. For example, TNTD/ATU and the United Nations Office on Drugs Crime’s Global Programme against Money Laundering, Proceeds of Crime and the Financing of Terrorism (UNODC/GPML) have been implementing, in co-operation with OSCE field operations, a multi-year training programme on countering the financing of terrorism.

TNTD/ATU also offers capacity-building to strengthen public-private partnerships between government agencies and the private sector, as well as for government agencies and non-profit organizations on preventing the abuse of non-profit organizations for terrorist financing. The Unit carries out these activities in line with recommendations by the Financial Action Task Force (FATF), an intergovernmental organization for combating terrorist financing and money laundering. The Action against Terrorism Unit also ensures that efforts aimed at investigating online terrorist-related offenses are in line with international human rights law.

Objective of Assignment:

The objective of this roster call is to invite qualified candidates with a range of skills and expertise on counter-terrorism financing (CFT) to join the OSCE roster of experts. Specific expertise required in the context of CFT would be prevention of terrorism financing in the non-profit organization (NPO) sector and/or on public-private partnerships (PPP).

Once admitted to the roster, members will be considered for upcoming consultancies. Shortlisted members will be contacted regarding specific consultancies and requested to confirm their interest and availability. The final selection among short-listed candidates may involve interviews and a written test.

Duration of Assignment:

This is a roster call. Duration of the assignment depends on the tasks and deliverables assigned.

Tasks and Responsibilities:

Tasks following this roster call will be related to countering the financing of terrorism (CFT), with a particular focus on capacity-development and awareness-raising to strengthen local CFT frameworks in line with advanced international practices and in full compliance with international human rights law, with a specific focus on the NPO sector and/or public-private partnerships.

The OSCE is looking for professionals with demonstrated and in-depth expertise in this thematic area to perform tasks of various nature within the programmatic scope of TNTD/ATU.

The expert might be hired in order to cover several tasks including but not limited to: need assessments, capacity development and delivering of training with stakeholders from different sectors, policy advice, report writing, strategic communications, project design, development of technical tools and guidelines, monitoring and evaluation. Assignment-specific tasks and responsibilities and required level of expertise will be outlined in the terms of references shared with the candidates short-listed for a specific assignment.

Necessary Qualifications:

• Depending on the assignment either first or second level university degree in social sciences or a related field or technical expertise gained through other types of education, e.g. relevant police, military or security service education; • A minimum of 5-10 years of documented professional experience required in relation to countering terrorism financing and/or related thematic expertise, based on the level of the assignment; • Professional fluency in English with excellent writing skills; knowledge of Russian, other OSCE languages spoken in the OSCE area is an asset; • Flexibility and ability to work under time pressure to meet tight deadlines; • Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities; • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity. • Computer literate;

Desirable

• Professional experience working with international and/or regional organizations. Specific knowledge of the OSCE would be an asset; • Technical expertise gathered at the national level in relation to CFT; • Knowledge of international human rights standards in CT context and ability to integrate these into own work, and complying with a Do No-Harm -approach; • Geographical expertise in the OSCE area, in particular Central Asia and South-Eastern Europe, would be an asset.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
