Purpose of Activity/Assignment:

The Safe Schools Declaration (SSD) is a political commitment to protect students, teachers, schools, and universities during armed conflict. The impact of armed conflict on education presents urgent humanitarian, development, and wider social challenges. In Somalia the schools and universities have been bombed, shelled, and burned, and children, students, teachers and academics have been killed, maimed, abducted or arbitrarily detained. The Ministry of Education, Culture and Higher Education (MoECHE) is mandated to provide quality education to all learners. This mandate includes but not limited to the provision of quality, purpose-built education facilities wherein effective teaching and learning could take place. While education is provided, the safety and security of the children must be ensured by all concerned and their dignity protected. And to contribute to the global efforts to improve the access to safe and secure quality education, Somalia endorsed the Safe Schools Declaration. At the National level, the Declaration commits Somalia and partners to address, both collectively and individually, five interrelated issues relevant to the challenges facing education during armed conflict and make commitments to better protect students, staff, and educational facilities in war time. These include:

• Protecting schools and universities from military use during armed conflict
• Data collection and response to attacks on educational facilities, students, and staff during armed conflict
• Strengthening the protective role of education in armed conflict
• Fostering exchanges and strengthening political support for the protection of education during armed conflict
• Accountability for attacks on educational facilities, students and staff during armed conflict

Scope of Work:

This Terms of Reference (ToR) relate to the review and finalization of the draft Safe School Declaration Policy in consultation with MoECHE FGS and FMS Somalia. In order to actually implement the SSD protocol MoECHE is in the process of developing the policy and guidelines. The objective of the consultancy is to finalize the policy document in consultation with the key stakeholders, incorporate suggestions and feedbacks. Support the MoECHE in developing an implementation guideline, data gathering (gap analysis) tools and inputs on how Somalia can chart and improve the framework for implementing the safe school’s declaration to secure schools and universities from attack based on global guidelines.

The Consultant is expected to produce the following deliverables: -

1. Review and finalize the existing draft Safe School Declaration policy and guideline by including a gender dimension focused on the fight against harmful social norms exacerbated by the context of conflict and humanitarian crises.
2. Based on the policy develop an implementation plan with budget

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in Education or Social Science
• Minimum of 8 years’ experience relevant the ToR requirements
• Prior experience on policy development
• Strong understanding of Safe School Declaration and its component
• Good knowledge of issues related to girls, children with disabilities, IDPs, refugees and other vulnerable populations
• In-depth knowledge and experience in writing reports and conducting similar reviews in Somalia or similar contexts
• Strong analytical and oral and written communication skills, review experience and familiarity within Somalia and/or the region
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
