**OVERVIEW** ------------ Parent Sector : Field Office Duty Station: Abuja Job Family: External Relations Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 10/11/2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- **Background and Rationale** The UNESCO Multisectoral Regional Office for West Africa based in Abuja works across five programme sectors: Education, Natural Sciences, Social and Human Sciences, Culture, and Communication and Information. The Office covers eight (8) countries, namely Benin Republic, Côte d’Ivoire, Ghana, Guinea, Liberia, Nigeria, Sierra Leone, and Togo. It provides proactive strategic support to the eight countries by responding to their requests for policy and programme advice and ensuring alignment of country programmes with regional and institutional priorities in the above-mentioned five thematic areas of covered by UNESCO. To ensure that the programme of the Regional Office is fully funded for the next biennium (2022/2023), the office is looking to establish a resource mobilization strategy with a detailed mapping of partnership and resource mobilization opportunities over the entire budget and programme period. This will be articulated around a set of short- and medium-term actions to take advantage of specific opportunities at the national, regional and international levels and to counter the risks and new challenges that are difficult to discern in a rapidly changing sub region. To achieve this, the office wishes **to recruit 2 International Consultants as follows;** \- 1 consultant for 4 Anglophone countries (Ghana, Liberia, Nigeria, and Sierra Leone) \- 1 consultant for 4 Francophone countries: (Benin Republic, Côte d’Ivoire, Guinea, and Togo) Long Description ---------------- ***Objectives and Expected Results*** Specifically, each consultant will over 2 months estimated as the duration of this consultancy: (i) develop a partnership and resource mobilization strategy, and (ii) propose an action plan for the implementation, monitoring and evaluation of said Strategy The detailed tasks are as follows; \- Review relevant documents for a better understanding of the context and UNESCO's programmatic support to the eight countries covered by the Office; \- Analyze and identify potential new partners and resource mobilization opportunities and define parameters and timelines over the life of the programme budget (C5). \- Develop differentiated approaches to partnership and resource mobilization based on country classification, case studies and global best practices; \- Liaise with UNESCO's Bureau of Strategic Planning (BSP) and relevant staff to ensure synergy with the Organization's resource mobilization strategies and other related initiatives; \- Organize and facilitate at least 2-3 consultations with partners; \- Coordinate donor intelligence gathering, support the strengthening of UNESCO's position within the UN family and strategic partnerships with government, donors, private sector, foundations; \- Conduct research and proactively identify opportunities to develop an active pipeline of potential partners, including new partners. \- Prepare and present findings in a workshop; \- Submit the reports: the partnership and resource mobilization strategy (4 years) and the action plan for the implementation, monitoring and evaluation of the said Strategy.
