Background

Corporate Background

The UN Country Team (UNCT) is led by the UN Resident Coordinator (RC), the designated representative of the UN Secretary General in the Lao PDR. The RC leads the UN’s overall engagement and cooperation with Lao PDR, and strategic guidance and coordination for the operational activities of the UN System and its agencies, funds and programmes at the country level, ensuring that the UN System is able to provide efficient and effective development support.

The Resident Coordinator’s Office (RCO) serves as the secretariat to the RC and UNCT, providing organizational, advisory and management support, and facilitating the UN System’s joint strategic planning. The RCO draws on the expertise and experience of the entire UN family, promoting information exchange, cooperation and collaboration among UN agencies, and supporting joint initiatives, for instance on the localization of the Sustainable Development Goals (SDGs).

Consultancy Office Background

The UN in Lao PDR recently completed the development of its new strategic programming framework, the Lao PDR-UN Sustainable Development Cooperation Framework 2022-2026, which constitutes the most important instrument for planning and implementation of the UN development activities at country level. This strategy will come into effect on January 1st 2022.

With the transition to the Cooperation Framework, new coordination and reporting structures need to be established. The introduction of a harmonised reporting approach aims at strengthening the UN country team’s accountability and helps identifying lessons learned.

UNinfo is the UN’s principal online tool for planning, monitoring, and reporting implementation of the strategic framework. Along with the start of the Cooperation Framework, UNinfo needs to be updated with the latest project information that is relevant for the next five years. This requires close collaboration with the 25 resident UN Agencies, Funds and Programmes working in Lao PDR.

Under the supervision of the Senior Economist, the consultant will support the establishment of the systems and process to operationalize the UNCF.

Duties and Responsibilities

Working independently and collaborating with focal points across the UNCT, the consultant will:

1. Collect and review information about UN activities required for harmonised reporting under the new UN Sustainable Development Cooperation Framework (UNSDCF) 2022-2026.

• Supports and guides the 25 AFPs in submitting information to be put into the UNinfo reporting system, including data on projects such as setting markers, alignments with SDGs and NSEDP and financial aspects.

• Verifies submitted information from AFPs and ensures its accuracy and reliability.

• Assists the RCO handling enquiries from DCO, AFPs and other entities related to harmonized reporting obligations.

• Supports the general process of implementing the new harmonized reporting by taking minutes during meetings, providing talking points and creating presentation slides.

2. Conduct the required data entry on UNinfo and create an offline backup file.

• Enters information into the data portal UNinfo and creates an accurate offline file with Excel in parallel.

• Conducts a final review of all uploaded information on UNinfo to ensure its accuracy and reliability.

• Drafts a concise note, which summarise lessons learned from the process.

Required Skills and Experience

Education

  • Bachelor’s degree programme; or equivalent in the area of public administration, information management, statistics, sustainable development, social sciences or related field.

Experience

• Demonstrated interest and/or experience and motivation to work in an international organization;

• Demonstrated interest and/or experience and motivation in coordination of international relations, and development cooperation efforts, or related field is required;

• Writing skills and experience of information management and coordination of inputs;

• Strong analytical skills;

• Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

• Consistently approaches work with energy and a positive, constructive attitude.
