Purpose of consultancy
To provide technical support and facilitation for the evaluation of adoption of people centered NCD service delivery within primary health care in SEAR countries (2014-2021)
Background
The department of healthier populations and noncommunicable diseases (HPN) in the WHO Regional Office for South-East Asia (SEARO) will lead the thematic evaluation of “adoption of people centered NCD service delivery within primary health care” in WHO South-East Asia Region countries. An agency to carry out the evaluation is being selected. NCD unit will provide the technical support in collaboration with other teams.
Objectives of the evaluation are:
- To document regional progress in adopting and expanding access to people centered NCD service delivery within primary health care,
- identifying achievements, success stories including innovations, best practices, key challenges encountered in expanding the access to people centered NCD services in Member States including gender and other equity domains.
- highlighting the options for reducing the gap in the care cascade of selected NCDs such as hypertension and diabetes
- To make recommendations on the way forward to sustain the gains, accelerate action and innovate where needed at country and regional level to achieve the impact targets of GPW13 and Sustainable Development Goals (mainly reduction in NCD-related premature mortality by 1/3 by 2030), aligned to the South-East Asia Regional guidance on PHC.
The proposed Consultant is expected to technically support the Evaluation of adoption of people centered NCD service delivery within primary health care in SEAR countries (2014-2021).
The selected consultant is expected to evaluate the inception report with specific information on the proposed approach to the evaluation demonstrating how the evaluation objectives and related key questions will be met and an independent and detailed report on the people centered NCD service delivery status for each country, including its integration of people centered NCD service delivery into the national health system with recommendations for improving people centered NCD service delivery capacities at regional level.
The selected consultant will be guided by the NCD unit of the HPN on methodologies to be used, evaluation matrix to be used and also be supported to collect primary and secondary data from the Member States. Technical Regional Evaluation Management Group (REMG) of WHO SEARO will review the inception report, draft and final reports for comments on applied methodology, factual inconsistencies and feasibility of recommendations. REMG will ensure that the final evaluation report shall adhere to the guidance provided in the WHO Evaluation Practice Handbook.
Deliverables
Task 1 - Provide support to the technical unit in assessing methods, tools and evaluation matrix to be used by the contractual partner for the Evaluation of adoption of people centered NCD service delivery within primary health care in SEAR countries (2014-2021)
- Deliverable 1- Scientifically valid approved methods, tools and evaluation matrix to be used by the contractual partner for the Evaluation of adoption of people centered NCD service delivery within primary health care in SEAR countries (2014-2021)
Task 2- Support collation and presentation of relevant reports and documents of all Member States of the South-East Asia Region obtained through coordination with WHO focal points/focal points of Ministries of Health
- Deliverable 2 - Relevant reports and documents of all Member States of the South East Asia Region collated
Task 3- Support the technical unit for data collation through coordination with WHO focal points/focal points of Ministries of Health
- Deliverable 3 - Required data for the evaluation are collected from the member States
Task 4- Regularly evaluate the progress for alignment with the agreed upon methods and for the findings for factual inconsistencies
- Deliverable 4 - Timely progression of the evaluation using the agreed upon methods and the findings are factually consistent
Task 5- Assist the technical unit in reviewing and editing the final report of the Evaluation of adoption of people centered NCD service delivery within primary health care in SEAR countries (2014-2021) in accordance with the guidance provided in the WHO Evaluation Practice Handbook

Qualifications, experience, skills and languages
Education
- Essential: Minimum first university degree in medicine from a recognized university.

Travel: No travel is involved during the assignment.
Remuneration and budget (travel costs are excluded):
- Remuneration: Band A monthly rate of 5000 USD
- Expected duration of contract: 10 months; January to October 2023
