How can you make a difference?

UNICEF is working with the Ministry of Health and Social Development (MHSD) of the Kyrgyz Republic to ensure quality health services for women and children across the country. In line with the Sustainable Development Goals the aim is to leave no child behind in securing equitable access to these services. Primary Health Care (PHC) provides for first line access to health care at local level as part of a comprehensive strategy to reach all citizens with quality health care. Given the recent merging of the Ministry of Labour and Social Development and the Ministry of Health and the Optimization of the Health Care System priorities and restructuring of the newly established Ministry, UNICEF would like to support the MHSD to strengthen cost effective and capacity driven PHC services for women and children. In order to do so, it is important to have an understanding of the current Primary Health Care Landscape that could inform optimization plans, restructuring, budget gaps and capacity gaps that may impede or delay optimization of PHC within the new disposition.

The objective of this short-term consultancy is to prepare a Rapid Landscape Analysis of Primary Health Care in the Kyrgyz Republic and opportunities for systems strengthening. This Rapid Landscape Analysis should also include a consideration of the ongoing Health Sector reform and its impact on PHC and identify possible opportunities and challenges in service delivery for women and children at PHC level. The focus will be on prospects for UNICEF support to financing analysis and systems-oriented support for improved service delivery through PHC with a focus on women and children. Possible support could be geared towards areas of improved financing, budgetary efficiency and human resource capacity and deployment opportunities.

Scope of work and key tasks:

The consultancy will conduct a Rapid Landscape Analysis on Primary Health Care. The objective of the landscape analysis is to identify factors that influence the delivery of quality and inclusive PHC services in Kyrgyzstan and developing or adapting current service delivery systems for improved access to the most vulnerable.

Output:

The analysis must be based on relevant data such as health statistics, policy documents, protocols and on information provided by PHC umbrella organizations through interviews to better understand the functioning of PHC in the country.

Deliverables:

  • A literature review to assess the current situation of PHC, including a review of key UNICEF and WHO documents;
  • Interviews (virtual or in person as possible within epidemic context) with industry Government officials, Civil Society and Development Partners;
  • Mapping Development Partner participation in PHC system strengthening, financing, human resource development, infrastructure and other related programmes;
  • Examine Strengths, Weaknesses, and Opportunities of Government and Development Partners approaches/programmes on PHC, with a focus of potential UNICEF partnership and support.

  • A final report of no more than 20 pages.

    Reporting and Supervision:

    The consultant will report to Chief Child Survival and Development.

Duty station and official travel involved:

The consultant is expected to work from home. No official travel is planned.

To qualify as an advocate for every child you will have…

  • Masters Degree in Public Health;
  • Minimum 5 years of the experience of working in health financing and/or public health; preferred experience in the primary health care sector;
  • Strong writing skill in English is a must – with a combination of technical writing and conversational/web-style writing;
  • Work experience and an understanding of the Central Asia and Kyrgyzstan specific context (political, social – cultural and economic).
