BACKGROUND:

Article 19 of the Convention on the Rights of the Child requires States to take all appropriate measures to protect children from all forms of violence, abuse, neglect and maltreatment, including sexual abuse, while in the care of parents or legal guardians or any other person who has the care of the child. Millions of children in the world are physically, sexually and emotionally abused within the home. Violence includes all forms of physical or mental violence, injury or abuse, neglect or negligence treatment, or corporal punishment. The impact of violence could be dramatic and lead to the perpetration of future acts of violence by the victims. It constitutes a violation of child rights and can lead to short- and long-term physical and mental health problems. Violence against children exists in all countries, cutting across boundaries of culture, race and religion. All forms of violence are interrelated, and the root causes of violence are often the same wherever it occurs.

The United Nations Secretary General appointed an Independent Expert to lead a global study on Violence Against Children. The 2006 Study, rooted in children’s human rights to protection from all forms of violence, aims at promoting action to prevent and eliminate violence against children at international, regional, national and local levels. The Study is an UN-led collaboration, mandated by the General Assembly to draw together existing research and relevant information about the forms, causes and impact of violence which affects children and young people (up to the age of 18 years). The Study Report was published in 2006 and recommendations presented to the UN General Assembly.

OBJECTIVES OF THE CONSULTANCY:

Aim and Objective:

The main objective of this consultancy is to provide technical guidance to the design, implementation, and analysis of the national study on violence against children that aims at assessing the magnitude, incidence, causes and consequences of various types of violence against children (qualitative and quantitative). The consultant should ensure that the study adheres to highest standards for research and appropriate tools are used to measure the violence situation at homes, schools and care systems, workplaces and the community and that the tools captures all types of Violence against children including emotional and physical abuse, neglect or negligent treatment, sexual exploitation and abuse, bullying and online bullying and sexual exploitation. Based on the analysis of results, ensure that the study’s recommendations are adequate for the improvement of legislation, policy and programmes relating to the prevention and responses to violence against children.

Specific objective:

To provide technical inputs and guidance during all phases of the national study to ensure that it answers the research questions including and not inclusive to reviewing and proposing changes to:-

  1. Concept paper related to the study to ensure that the proposed qualitative and quantitative methodology will meets the objectives of the study.
  2. Sampling framework (sample size and selection of different sample groups and KII, etc.).
  3. Study tools for the qualitative and quantitative work ensuring getting data for standard VAC indicators and data comparability with other countries including case studies.
  4. Training of data enumerators and ensuring proper safeguarding measures are taken during interviewing children upholding the No-Harm principles through Ethical Review Board (ERB) clearance.
  5. Data entry and cleaning
  6. Data analysis plan and techniques.
  7. Report writing to draw conclusions and recommendations from the study to improve the legislative and protective environment in Syria.

Scope of the Consultancy:

The Study is led by SCFAP technically and financially supported by UNICEF. A national institution will be contracted to undergo the study and prepare the final study report, the study will be governed by a national inter-sectoral Steering Committee. Therefore, the scope of this consultancy is to technically review and provide inputs on the various aspects of the study to ensure that it is of excellent quality and adheres to international standards.

Location:

The assignment shall be conducted by consultant working home-based.

How can you make a difference?

The consultant shall work for a period of 60 days over the stretch of one year from December 2020 to November 2021. The assignment shall be based on deliverables.

To qualify as an advocate for every child you will have…

  • Education: Advanced university degree in Social Works, Child Protection, Research, psychology, counselling or clinical psychology. A first level university degree in Social works or psychology in combination with 12 years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Work Experience: Minimum 10 years of professional work experience in leading/conducting of similar scale and level of complex researches and surveys and in the area of child protection.
  • Technical knowledge/ competencies****:
    • Extensive experience in survey design and analysis, quantitative and qualitative survey methodologies, and report writing.
    • Proven research and analytical skills in particular on violence against children
    • Experience in the use of participatory appraisal techniques in data collection, sensitive to gender issues
    • Expertise in gender issues and have expertise in gender analysis of programmes to ensure the research is responsive to gender aspects of entire interventions.
    • Excellent analytical, report writing and communication skills
    • Familiarity with child protection and inter-sectoral issues of violence in school issues either as researcher/evaluator or programme manager
    • Excellent interpersonal communication skills.
    • Proven ability to work within limited time constraints in the preparation of high quality documents
  • Language: Excellent written and fluency in English. Arabic is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
