You have:

  • University degree in Law, Politics, Gender, Social Sciences, Social Work or a related field
  • At least eight (8) years of professional experience in the field of humanitarian assistance, displacement and refugee assistance, protection, including gender-based violence and disability
  • Proficiency in English and intermediate knowledge of at least one other official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese
  • Strong knowledge of foundational concepts in relation to protection, protection mainstreaming, inclusion, gender equality, women's empowerment and gender-based violence, including global standards and guidelines
  • Strong knowledge of how to communicate with communities, establish feedback and complaints mechanisms and how to respond to protection concerns
  • Proven experience in building capacities of partners and employees
  • Knowledge of IASC cluster system and interagency work in crisis response
  • Familiarity with the UN System
  • Previous experience in Middle East
  • Knowledge of Arabic language an asset

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP is globally known for its ability to deliver food assistance rapidly to people in need. However, to continue responding effectively to challenging contexts while also contributing to longer-term efforts to end hunger, WFP is also committed to analyse the particular needs, capacities, vulnerabilities, priorities and strengths of the affected populations. The Gender, Protection and AAP Officer will ensure that WFP have sound accountability systems in place, that activities foster the safety, dignity and integrity of the affected populations and that assistance is accessible impartially and equitably to the persons in need.

The Gender, Protection and AAP Officer will support the WFP Country Office in Lebanon to improve mainstreaming and integration of Gender, Protection and AAP, based on WFP policies and guidelines, into all programmes and operations. This will be done by strategically leading Gender, Protection and AAP initiatives within WFP Lebanon; developing capacities of WFP staff and WFP’s cooperating partners; ensuring timely and effective external coordination with relevant actors and coordination bodies; and supporting the practical implementation of Gender, Protection and AAP activities. The Gender, Protection and AAP Officer will develop and lead initiatives independently, with a strong capacity to interact and coordinate internally and externally with relevant colleagues.

KEY ACCOUNTABILITIES (not all-inclusive)

• Work with relevant country and field offices colleagues to promote a strong culture and leadership that support the integration of protection and gender analysis in WFP’s programmes and humanitarian operations for safeguarding of the protection principles, with particular focus on do-no-harm, accountability and inclusion, and gender equality results. • Update country office gender and protection strategies and workplans as required, and work with management and activity managers to ensure workplan implementation. • Support programme country and field office colleagues to integrate gender and protection throughout the programme management cycle (design, budgeting, implementation, monitoring, reporting and evaluation), and in needs assessment frameworks, including adaptation of tools, collection, analysis and reporting processes. • Ensure that capacity strengthening support is provided to country team and field-office colleagues so that they have the skills and confidence to systematically and meaningfully incorporate protection and gender in their work and uphold WFP’s commitments on accountability to affected populations. This will include briefings, training and follow-up capacity support on gender, protection and AAP regularly for WFP staff, partner staff and contractors including financial service providers’ staff. • Provide advice, guidance and follow up in relation to any protection aspects in WFP programme implementation, including exploring how a system of reporting of protection issues within the context of WFP’s programme delivery can be established and sustained. Contribute to accurate and timely monitoring and reporting on protection and gender achievements and challenges throughout the Annual Country Report (ACR) process. • Provide advice on the integration Gender, Protection and AAP in the formulation of country level WFP-specific and interagency strategic documents and programmes (e.g. Country Strategic Plans). • Contribute to collection and analysis of data, in close collaboration with M&E, VAM and relevant Programme colleagues (especially Food and Cash) in order to ensure protection and gender considerations are properly reflected in assessments, analysis, programme design, monitoring and evaluation. • Support relevant units to conduct regular gender and protection analysis as required and advise the Country Office on the development and implementation of the Gender and Protection Action Plans. • Manage all WFP’s complaints and feedback mechanisms (CFM) with the support of WFP staff and partners, ensuring that WFP’s policies and strategies on Gender, AAP and Protection are well-reflected, all CFMs are coordinated and supplement each other without duplicating efforts, protection issues are captured and responded to appropriately. This includes inter-agency complaints and feedback mechanism where WFP is a participating member such as LOUISE hotline.

KEY ACCOUNTABILITIES (not all-inclusive)

• As part of the Protection portfolio, ensure sensitive information and data, especially beneficiaries’ personal data, are collected, managed and processed safely and confidentially. As Data Protection focal person, the incumbent will coordinate closely with other relevant colleagues (especially Cash, Social Protection, and TEC), in order to ensure WFP’s data management and privacy guidelines are followed and operationalized in day-to-day programming, including by contributing to the implementation of Privacy Impact Assessments (PIAs). • Devise and support the implementation of gender and protection capacity development initiatives, undertaking training and building the capacities of employees on protection analysis, response development and integration of these areas in WFP’s work. • Ensure timely and accurate collaboration and information sharing with the Regional Gender, Protection and AAP Advisers to ensure technically sound and harmonized approaches that are in line with regional strategies and corporate standards. • Coordinate the work and strengthen the capacities of Gender Results Network & Protection Focal Points. • Support existing organisation commitments and efforts to prevent sexual exploitation and abuse (PSEA), together with PSEA focal points. • Represent WFP in all relevant inter-agency gender, protection and AAP coordination mechanisms, as well as other relevant food security, basic assistance working groups, including the Protection Sector, PSEA Taskforce, and Food Security Sector. • Work with senior management to ensure adequate allocation of human and financial resources for activities that contribute to gender equality outcomes, supporting the mobilization of resources to implement Action Plans. • Establish and strengthen strategic partnerships on gender equality and women's empowerment GEWE, including alliances with other key actors internal and external to WFP, to advocate for gender equitable and transformative programming and collaboration on GEWE initiatives. • Develop advocacy strategy and implementation plan for key issues to be raised with relevant partners and stakeholders. • Perform any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Law, Politics, Gender, Social Sciences, Social Work or a related field

Experience: At least eight (8) years of professional experience in the field of humanitarian assistance, displacement and refugee assistance, protection, including gender-based violence and disability

Languages: Proficiency in English and intermediate knowledge of at least one other official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).
