BACKGROUND****:

As the crisis in Syria is entering its 8th year fundraising for the crisis has become more challenging, donor conditionality has increase donor reporting as well is more demanding.

UNICEF has a wide array of donors including governments and National committees. Key donors for UNICEF include European Union ECHO, OFDA, DFID, Germany, Canada, Sweden and others. Many of the donors have increased conditionality, reporting frequency and are demanded very specific detailed narrative and financial reports for greater accountability and value for money. For instance, Germany requires reporting at sub-district level.

Given the fact that the Child Protection Section is severely under-staffed, we need urgent support in developing funding proposal, concept notes, donor reports and briefing notes with high quality standards. The support the consultant will provide is critical since it will not only strengthen UNICEF’s donor accountability, timeliness of reporting, as well as provide quality assurance to products in line with the Country Programme Document and Humanitarian Response Plan.

Given the COVID situation and the restrictions on visas, the consultancy allows for a home-based modality so that he/she can provide UNICEF with the required assistance in proposal writing and reporting.

The Child Protection Section will be in Urgent need of support for the function of reports officer for a period of 3 months especially that the next quarter is a busy period in terms of reporting and proposal submission.

How can you make a difference?

PURPOSE OF THE ASSIGNMENT****:

The purpose of the consultancy is to provide technical assistance to UNICEF Syria in developing key products which include funding proposals/concept notes, periodic donor reports and briefing notes, which meet high quality standards and comply with specific reporting requirements and conditions.

The specific objectives to achieve in the scope of the consultancy are as follows:

  • Donor Proposal: The consultant is to help Child Protection Section mobilize funding resources from donor governments and private sectors through the development/consolidation and editing of proposals and concept notes.
  • Donor accountability: The consultant is to help strengthen the Child Protection timely submission and accountability for donors through the development of quality reports in conformity with reporting requirements and conditions.
  • Editing function: The consultant is to support provide editing support to other knowledge products for quality assurance, where required.

Specific assignments:

  • To draft and finalize high-quality funding proposals and concept notes under the guidance of Chief of Child Protection and in coordination with Partnership Section. This will entail developing technical narrative inputs and factual data into the draft documents in line with respective donor conditions. Draft proposals and concept notes are to be prepared in a timely manner on key CP issues i.e. VAC; GBV; J4C; MHPSS; Parenting and ECD; Prevention of Violence (social norms); birth registration; EORE and victim assistance. Final clearance of products will be done by Child Protection and Partnership sections
  • To draft and finalize Sitreps/annual/bi-annual/quarterly donor reports in compliance with respective reporting requirements and conditions. This will require the consultant to communicate directly with the partnership section and UNICEF Field Offices CP colleagues an IM officer in Syria and consolidate technical narrative inputs and factual data into the draft reports in line with respective reporting requirements and donor conditions. Draft reports are to be prepared in a timely manner.
  • Work with UNICEF CP Field Officers to improve the reporting from the field to facilitate improved quality of reporting.
  • Prepare Human Interest Stories on child protection themes to be used for advocacy with donors.

LOCATION****:

Remote (Home-based modality)

DURATION:

Estimated Start Date: 15 March 2021

Estimated End Date: 15 October 2021

The selected consultant will work for the period of 6 months. It is envisaged that all workdays are out of Syria.

SUPERVISOR:

The consultant will be supervised by and report to the Chief Child Protection. The consultant will work on a daily basis with UNICEF Syria Country Office.

DESCRIPTION OF ASSIGNMENT:

REPORTING REQUIREMENTS:

Monthly progress report.

PAYMENT SCHEDULE:

Lump sum payment will be made monthly upon submission and acceptance of the monthly progress report.

To qualify as an advocate for every child you will have…

  • Advanced university degree and/or academic background in social science (sociology, economics, education) with a focus on international development, communication and languages/literatures.
  • Minimum 5 years work experience in child rights related fields, including education sector, programme development and management, resource mobilization, donor accountability, and communication.
  • Proven very good knowledge on child rights, child protection in particular, and current political and social trends and social reform processes in the Middle East region.
  • Experience in developing proposals and donor reports for European Union (EU), DG-NEAR, ECHO, and facilitating of overall donor coordination and communication.
  • Very good communication and presentation skills with government and community members.
  • High analytical and conceptual skills and writing ability.
  • Fluency in English (written and spoken)
  • Ability to work within the international and multicultural environment.
  • Good knowledge of computer applications.
  • Experience working with Syria is an advantage.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
