Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, women’s economic empowerment, ending violence against women and girls, women’s leadership and participation, including in disaster risk reduction and management and gender integration in planning and budgeting. UN Women works towards ensuring an effective UN response by strengthening the effectiveness, coordination, and quality of outputs on gender equality amongst the various stakeholders.

UN Women launched its programme in Pakistan in 2007 following a request by the Government and the UN and is now strategically positioned in this regard at both the national and provincial level, post devolution.

In 2021 UN Women Pakistan launched its five-year Vision, which is built on three key pillars, with interventions focused on 24 strategically selected districts across Pakistan, creating deeper impact, greater interagency coordination and partnerships, and a stronger alignment with the ‘One UN’ approach under the United Nations Sustainable Development Cooperation Framework (UNSDCF). UN Women Pakistan works with a diverse range of partners to ensure that women and girls benefit from decent work opportunities, income security and socio-economic development, and are able to thrive in an environment free from violence in private and public spaces, and where survivors of violence are able to access quality essential services.

UN Women Country Office for Pakistan seeks to hire an international consultant to support the country office in developing gender-responsive strategies and translating national priorities and UN Women's strategic plans into effective programmes and results. The consultant is also required to effectively coordinate with key UN Women portfolios, various donors and stakeholders to develop and finalize concept note and project proposals.

Duties and Responsibilities

Under the supervision and guidance of the Programme Management Specialist and in close collaboration with Head of Partnerships and Communication, the consultant will undertake the following tasks:

  • Support the development of UN Women Pakistan Country Office’s gender-responsive programming, including through development of draft concept notes and background briefs.
  • Contribute towards any strategic writing, editing of reports and documents and advice required by Units at PCO
  • Draft concept notes/project proposals in consultation with potential donors and the Portfolio Managers and Head of Partnerships and Communications.
  • Provide technical advice for the UN Women PCO initiatives in the areas of Inclusive Government, donor identification, Women’s Economic Empowerment, Ending Violence Against Women, Women Peace and Security and Women’s Leadership and Political Participation.

Competencies

Required Skills and Experience

  • Master’s degree in gender studies, human rights, international affairs, disaster risk reduction, climate change adaptation, humanitarian action, social science, public policy, and/or any relevant field directly related to gender equality and the empowerment of women and girls.
  • Minimum ten years of progressively responsible, relevant work experience at national or international level in design, planning, implementation and/or monitoring of development or humanitarian projects relating to gender equality, women’s empowerment and community development.
  • Technical experience in gender-responsive programming with demonstrated experience coordinating with governments and civil society.
  • Experience writing project proposals, donor reports, and policy briefs.
  • Experience working in the UN System, in particular UN Women is an asset.
  • Working experience in the Asia-Pacific Region is an asset.
  • Knowledge of online communications platforms an advantage.

  • Excellent command of written English.

VI. Contract period and work location

The consultant will be home-based, with the ability to maintain working hours compatible with Pakistan.
