Result of Service This consultancy will assist CDT to better streamline existing mission-specific prevention programme targeting communities affected by SEA through enhancing the understanding of the concept of UN zero tolerance policy, risks identification and handling of information’s and victims. The consultant shall produce analytical outputs in line with the mission’s strategy in addressing misconduct including SEA.

Work Location BANGUI

Expected duration One (1) month, with possibility of renewal upon the approval of the new budget.

Duties and Responsibilities Under direct supervision of Chief Conduct and Discipline Team (CDT): - Conduct an anthropologic assessment of the cultural impact on sexual Exploitation and Sexual abuse (SEA) and identify associated enabling risks factors in the communities affected by SEA including on the prevention, reporting and remedial actions. - Support the Field Conduct and Discipline Officers and Local SEA Prevention and Response Networks (RCPR) in the development, implementation, and the monitoring of community projects outputs within the required quality standards and within the time and cost limits specified in the project document. - Review and update the sensitization materials and suggest appropriate messaging and sensitization materials targeting the population at large in the Central African Republic (CAR). - Conduct capacity-building training and coach the existing RCPRs across the mission areas on how to identify the needs and develop community-based projects - Provide technical support and conduct tailored training to CD personnel in Quick Impact Projects (QIPS) project development, implementation, monitoring and evaluation. - Reinforce the building multi-stakeholder networks and the operationalization of the RCPR across the mission area, to prevent and respond to all types of misconduct, mainly SEA. - Identify the most pressing community-based structure sustainability issues and challenges in the country context. - Train RCPR members and partners on conflict-sensitive interventions within the risk management framework; - Identify future champions in grassroots community structures as part of the mitigation of SEA cases in the project areas. - Conduct regular, announced and unannounced inspections of all sites and activities.

Qualifications/special skills Skills: UN Core values: Integrity, Professionalism, Respect for Diversity; Academic Qualifications: Master’s Degree in Programme Management, Civil Affairs or Humanitarian related or any related field of studies. Knowledge of UN conduct and discipline, Community Violence and Reduction, strategic communication, and Gender-Based violence related issues. Experience: Minimum 7 years experience in post-conflict environment and field experience; Ability to work under pressure and highly committed to meeting deadlines; Ability to work effectively as a member of a team in a multi- cultural organization; Organizational skills; Excellent communication skills, planning and organizing; Language: Excellent French speaking/writing skills is required. Any other UN official languages would be an asset.
