ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. In Ethiopia, WFP provides food assistance to 4 million people, through life-saving food secururity and nutrition assistance, school feeding, as well as resilience building activities, in partnership with 47 partners, including both NGOs and government partners.

We are seeking to fill a position of the Head of Partnership management team who will be responsible in managing NGO and government partnerships engagement processes as well as programme budgets that support the implementation of WFP’s Country Strategic Plan activities. This position will supervise 4 staff members, and is a key strategic position in ensuring programme partnership engagement processes are in compliance with corporate standards.

JOB PURPOSE

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Partnerships and Coordination

    1. Lead and manage partnership engagement processes with the aim of ensuring that latest corporate standard and templates on partnership engagements are used. Propose Regional and HQ on the need for any new/revised procedures and practices on partnership engagements required at Ethiopia Country Office.
    2. Guide and advise the Head of Programme and Activity Managers regarding engagements with partners supporting WFP Ethiopia to deliver the assistance, including liaison with HQ Partnership and Legal units, as necessary, on appropriate contractual relationships with such actors.
    3. Lead the partnerships performance reviews process at the Country Office and implement CP management activities that align with the needs for WP Ethiopia.
    4. Lead the Country Office on the use of the UN Partner Portal to ensure the office follows the NGO Corporate Guidance, in coordinating with UNHCR, UNICEF and UNFPA focal points on this effort. Provide the necessary guidance to the Cooperating Partners and provide feedback to the RBN/HQ on UNPP use.
  • FLA/MOU Planning and Implementation

    1. Lead the execution of the partnership contracting processes for all CSP activities.
    2. Lead the development of different tools, guidelines, and SOPs that can address audit recommendations and implementation of IRM and NGO guidance recommendations.
    3. Manage and analyse potential risks in CP engagements and recommend risk mitigation measures for Management’s consideration.
    4. Be responsible in the issuance of Expression of Interest, Request for Proposals and FLA awards requests, draft agreements and subsequent amendments, ensuring that all agreements and amendments are constructed and issued in line with WFP legal and financial rules and regulations.
    5. Lead the development of tool to ensure that partners’ reporting requirements are adhered to and liaise closely with the Program, Resource Management, Finance and M&E teams and the supervisor on any delays or other difficulties.
    6. Manage the process of operational and financial amendment and closure of FLAs, MOUs and the project.

Perform any other duties, as required

  • Budget Management
    1. Lead the preparation of semi-annual and annual implementation plans budget (aligned to the WFP Country Strategic Plan and Country Portfolio Budget) in collaboration with the Head/Deputy Head of Programme, Activity managers
    2. Lead the delivery of trainings, learning sessions and training materials for partners and WFP technical units’ staff on FLA process including, partnership process, budgeting, proposals, capacity assessments, performance assessment and reporting.
    3. Be responsible for reporting programme expenditure for donors on grants and expenditures in collaboration with Budget and Programme and Donor Relations.
    4. Represent the Head/Deputy Head of Programme as required in relevant budget management and governance discussions and functions.
    5. Manage processes involving payment requests for partners, and ensure payments are processed based on the agreement, agreed payment schedules, and are IPSAS compliant.
    6. Be responsible for review of FLA budget, and financial reports against approved budgets and standardised cost structures to provide critical feedback to the implementing partners, programme unit, and supervisor. Monitor budgets in FLA proposals and verify their consistency with the prevailing market rate; assist in discussion/negotiation of costs/fees as required.
    7. Be responsible for the preparation of monthly activity expenditure reports, trend analysis and expenditure forecasts for Head/Deputy Head of Programme and DCD for budget monitoring and accountability purposes, in collaboration with Activity managers and Finance Unit.
    8. Perform any other duties, as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience in preparing agreements with partners and reviewing budgets and reports for management, preferably in WFP.
  • Experience in translating operational requirements into financial information.
  • Experience of implementing food security and/or nutrition programmes, preferably in WFP.
  • Experience of supervising a team

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language:

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.
