Background

UN Women Pakistan is implementing the Project titled Women’s Empowerment for Economic Resilience and Disaster Risk Reduction in Pakistan under its Japan Supplementary Budget (JSB) for the year 2023. UN Women’s support is specifically targeting women and girls in the most affected districts through innovative and sustainable approaches. The support will cater to, protection, needs of the targeted communities for residual needs and recovery. The project will adopt a gender transformative approach towards increased engagement of men and boys towards supporting women in all the initiatives proposed under the current project. Effort will be made to develop linkage between activities underscoring humanitarian–development nexus because this increasingly brings forward a solution to humanitarian concerns and allows to manage disasters to rehabilitation. Humanitarian assistance can only be fully effective if it is gender-sensitive and also responds to the development needs of the population.

Duties and Responsibilities

UN Women Pakistan is looking to hire an International Consultant - Programme Manager, Humanitarian, Recovery and Disaster Risk Reduction, reporting to the Deputy Country Representative with guidance from the Portfolio Manager, Women’s Economic Empowerment, the Programme Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions relating to Humanitarian and Disaster Risk Reduction. The Programme Manager works in close collaboration with the Women’s Economic Empowerment, Ending Violent against Women and Operations teams at PCO, UN Women Regional Office and HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Under the direct supervision of the Deputy Country Representative and guidance from the Portfolio Manager, Women’s Economic Empowerment, the Programme Manager will:

  • Provide technical support in the development and implementation of an integrated strategy for the delivery of technical assistance, policy advocacy and programme support. The strategy should reflect the response and recovery of floods and natural disasters;
  • Provide policy advice and technical support to Government functionaries and stakeholders related to humanitarian action and recovery;
  • Work closely with Women’s Economic Empowerment Portfolio Manager to manage the project delivery humanitarian action and recovery programme at national and provincial level;
  • Work closely with the Senior M&E Officer on the delivery and monitoring of activities aligned to the Programme Framework;
  • Draft the annual workplan and progress and financial reports under the Programme Framework and as per internal UN Women processes;
  • Manage human and financial resources of the humanitarian action and recovery programme;
  • Build and facilitate strategic partnerships with relevant stakeholders, and develop resource mobilization strategies on humanitarian action related issues;
  • Maintain good relations with the Embassy of Japan and the Japan Liaison Office;
  • Lead advocacy, knowledge building and communication efforts

Competencies

The immediate objective of this consultancy is to Provide programme development advisory services and develop programmes in the flood affected provinces of Pakistan

Required Skills and Experience

Qualifications:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Skills and Competencies:

  • Minimum 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in designing and managing humanitarian and recovery and inclusive financing, with a particular focus on gender and protection
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System or Japanese international organizations is an asset;
  • Experience in leading/managing a team is an asset.

Language Requirement:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset;
