Background:

The CCTE is a national social assistance programme which has been implemented by the Ministry of Family and Social Services (MoFSS) since 2003 (this document refers to it as “national CCTE”) and was extended to Syrian and other refugee families in mid-2017 (“CCTE for refugees”). The programme aims to encourage enrolment and improve school attendance of children of refugee children in Turkey. The CCTE extension is being implemented through a close partnership between the Ministry of Family and Social Services, the Ministry of National Education, the Turkish Red Crescent (TRC) and UNICEF, and has been made possible by the generous support of the European Union, as well as the Governments of Norway and the United States of America. After a remarkably successful implementation during last 4 school years, CCTE continues to reach refugee families in the new school year. Furthermore, as of September 2018, CCTE for Refugees is also reaching children enrolled in the Accelerated Learning Programme (ALP) which is intended for out-of-school children as a transition pathway into formal education. And as of September 2019, increased ‘beginning of term’ payments have been introduced for secondary school and ALP students to further encourage their schooling. The CCTE for refugees is also closely aligned with the Emergency Social Safety Net (ESSN) programme, which is implemented by MoFSS, TRC and IFRC, and provides a monthly unconditional grant to refugee families for their basic needs. The cash transfer component of the CCTE for Refugees programme applies the same rules and regulations as applied for Turkish families under the national CCTE programme. The high degree of alignment in aspects of eligibility criteria, conditionality, amount, frequency and timing of payments etc. is guided by several factors: a) In the interest of efficiency, coherence with the national program from the very beginning was considered as a critical factor; b) differences in frequency, conditionality and transfer amounts between Turkish and refugee families would adversely affect social cohesion between host and refugee communities. The CCTE for refugees has two components: Cash Transfer component and Child Protection component.

For program performance monitoring and accountability, the country office has outsourced a third-Party monitoring firm to collect monitoring data that is aimed at fostering learning and improvements in the provision of regular and predictable cash transfers. Hence, the overall objective of the TPM is to inform UNICEF and implementing partners about the ongoing progress and performance of the CCTE Program to implement its various components effectively and undertake necessary measures to improve the program Implementation.

The first round of the TPM survey will be completed in Dec 2021 and processed data will be first week of January 2022. UNICEF is seeking the services of a consultant to write report/s that provide focused analytical insight on the key findings from the survey. The report is mostly directed to UNICEF and its partners who will use the findings for decision-making and to inform programme adjustments.

Purpose of Consultancy

The purpose of this consultancy is to prepare an analytical report describing the key findings from Third party monitoring data collected as part of the CCTE household survey.

Scope of Work

The TPM HH survey has been conducted by a research firm and covers the topics below: (Copy of the survey questionnaire would be provided on request)

  1. Demographics and Household Characteristics
  2. Enrolment status of the children in HH (3-17 Years)
  3. CCTE Beneficiary HH Verification
  4. CCET beneficiary Child – Attendance during COVID-19 period _ Education – Online learning
  5. CCTE payments, expenditures on beneficiary children and frequency of payments
  6. Awareness of CCP program / codabilities and payment modalities
  7. Child Protection, bullying and intimidation
  8. Operational performance of CCTE
  9. Household Income, Expenditure, and poverty
  10. Working Children and child labour

Tabulations will be based on a preliminary list of indicators and disaggregation agreed with UNICEF.

The consultant is expected to produce two reports:

  1. TPM CCTE Monitoring Report:

(i) review and organize the processed data and, in consultation with UNICEF, prepare the annotated table of content of the report with a list of tables and graphs to be used. If during this process, the need for further data processing and tabulation is identified, the consultant – through UNICEF – will advise the research firm accordingly.

(ii) write a high-quality analytical report based on the annotated table of content agreed with UNICEF. High-quality reporting requires:

      • succinct and to the point writing in correct English that takes into account the target audience and intended use of this report.
    • adherence to the annotated table of content agreed with UNICEF.

(iii) provide an in-depth analytical assessment of the various groups of children and their participation in the program. The analysis will be disaggregated to geographic and other elements that may have effect on the program’s performance and wellbeing of the children and HHs.

The draft report should be submitted for comments and shall be finalized after feedback and final clearance by UNICEF. The indicative structure of the report must include the following items at a minimum:

  • Executive Summary 1-2 pages[1]
  • Background 2- page
  • Methodology 4-5 pages
  • Findings by topic 80 -100 pages (including tables and graphs)
  • Conclusions 2-3 pages
  1. Beneficiary Verification Report

The consultant will also be expected to generate a succinct and clear report titled as CCTE Beneficiary Verification Report. This report will include

  1. Analysis the data beneficiary verification module
  2. Linking data of beneficiary verification module with other related variables in different modules of TPM data Questionnaire
  3. Description of the UNICEF spot check process and verification processes adopted for payment etc.
  • Executive Summary 1-2 pages
  • Background 2- page
  • Methodology 3-4 pages
  • Findings by topic 20-25 pages (including tables and graphs)
  • Conclusions 2-3 pages

On Submission and approval of the final deliverable

The payments will take place after clearance of the each of the two final report based on the quality criteria mentioned above.

Duration of Consultancy

The contract will be effective from the date of signing until successful submission of the deliverables, which are estimated to require a total of 21 working days over a period of 4 weeks.

Duty Station

This consultancy will take place remotely Frequent online meetings with the supervisor and other staff from UNICEF Turkey Country office will be required.

Supervision

The consultant will be supervised by the Social Policy Specialist of UNICEF Turkey Country Office with technical support and supervision from Monitoring Specialist.

Cost of Consultancy

UNICEF will issue a contract in USD. Payment will be made after completion and submission of the satisfactory reports/completion of the deliverables and approval by the supervisor.

The financial offer should be submitted using the Financial Proposal Template (attached separately).

Reservations

UNICEF reserves the right to terminate the contract without prior notice and/or withhold all or a portion of payment if performance is unsatisfactory, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and its partners are not followed, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All relevant intellectual property rights in the developed materials/products/documents and associated tools will, upon their development, belong to UNICEF TCO and cannot be published, disseminated or used without prior written permission of UNICEF.

To qualify as an advocate for every child you will have…

The Consultant should have the following qualification and experience:

  • Postgraduate degree in demography, statistics, sociology, anthropology, other relevant social science.
  • Demonstrable knowledge and work experience in writing analytical reports.
  • Experience of writing similar analytical reports and presenting complex data in an accessible and engaging manner.
  • Proven excellent report writing skills in English.
  • Ability to produce high-quality work to tight deadlines with the minimum supervision.

*Experience in Cash transfers and Child Protection will be an asset

The applications will be evaluated from the technical and financial point of view. Technical aspects will be evaluated using the criteria outlined in the below matrix:

The financial proposals will be opened only for the candidates that reach or exceed fifty (50) points out of maximum seventy (70) points. Thirty (30) points will be awarded to the candidate that presented the lowest fee for the services requested. The remaining financial offers will receive proportional points ([lowest bid/bid] x 30 points).
