Overview

Support coordination of outbreak response to polio, ensuring effectiveness and partnership.

You have:

• Advanced university degree in Public Health, Social Sciences, Public Administration, Public Policy, Social Development, Community Development, or other relevant disciplines is required.
• At least 8 years of relevant professional work experience at the national and international level in Programme development, polio programming, planning, implementation, monitoring, evaluation, public health emergencies etc.
• Developing country work experience and/or familiarity with emergency.
• Experience in management of technical support in health-related emergency and humanitarian preparedness and response.
• Experience in programme/project management and UN policies and strategy.
• Experience in coordination of emergency response, especially in polio eradication and complex humanitarian environment is an asset.
• International and fieldwork experience is an asset.
• Background/familiarity with polio programme, and Public Health Emergency Response in a fast-changing environment.

The Global Polio Eradication Initiative (GPEI) is committed to ensuring that future generations of children are free from the threat of polio paralysis. Achieving this goal requires rapid and effective outbreak response, especially in polio-free countries.

How can you make a difference?

Purpose Of the Assignment

The Deputy GPEI Outbreak Response Coordinator works alongside the GPEI Coordinator to support the overall coordination of the operational response to poliovirus outbreaks or events. The role involves close collaboration with WHO and UNICEF country polio leads, the NPHCDA Polio Incident Manager and Deputy Incident Manager, as well as other partners.

When delegated by the GPEI Coordinator, the Deputy Coordinator represents GPEI partners and plays a key role in ensuring continuity, follow-up, and the operational effectiveness of outbreak response efforts.

Scope of Work

1. Leadership & Representation

• Support the GPEI Coordinator in representing GPEI partners at the national and regional levels.

• Liaise with NPHCDA, in-country partners, and GPEI at regional and HQ levels, providing timely updates on progress, challenges, and solutions.

• Serve as Officer-in-Charge (OiC) during the absence of the GPEI Coordinator.

2. Operational & Strategic Support

•Support WHO/UNICEF country offices in the strategic and operational oversight of outbreak response activities.

•Ensure alignment of operations with MOH priorities, GPEI outbreak SOPs, and national response strategies.

• Monitor implementation of outbreak response plans and advise on corrective actions as required.

3. Technical & Programmatic Support

• Provide technical oversight to ACSM and logistics teams.

• Contribute to the development and review of outbreak response strategies, plans, and technical guidance.

4.Operational & Logistical Support

• Support GPEI partners to ensure effective financial, human resources, and logistical management for outbreak response.

5. Other Duties

• Carry out additional assignments as delegated by the UNICEF Polio Team Leader and UNICEF senior management.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
