- At least 7 years of proven experience in designing and implementation of M&E strategies, methodologies and tools at international level including experience in public health programmes in an emergency context.
- Excellent knowledge of English and Arabic is a must.
- Certificate in M&E or experiences and specialized trainings in the M&E of health emergency programmes is desirable.
- Prior working experience in UN system and recognized international development/humanitarian agency is desirable.

Purpose of consultancy
The purpose of this consultancy is to review and establish an effective monitoring and evaluation system for programmes/projects especially humanitarian programmes implemented by the WHO Country Office in Yemen (WCO Yemen).
Background
Within the context of the protracted emergency in Yemen and under the overall supervision of the Resources Planning and Monitoring (RPM) team lead, the consultant will work in close coordination with information management team (IM) and relevant technical units (TUs) to enhance the process of information management and reporting, in relation to monitoring and evaluation of programmes and projects implemented by WCO Yemen. The overall aim of the consultancy is to develop tools to improve the ecosystem of monitoring and evaluation processes in WCO Yemen budget centre and build the capacity of M&E staff/partners to use M&E system and tools.
Deliverables
Output 1: Establish an effective M&E system for WHO funded programmes/projects under the different strategic priorities and outbreak crises response plans in country office. This will be done through:
- Assess and develop M&E framework for WHO humanitarian programmes/projects in Yemen.
- Collaborate with PME team lead in the process of developing standard monitoring and evaluation tools needed by M&E team, to monitor project activities and document performance and improve accountability.
- Develop curricula and training M&E field teams on the use of the monitoring & evaluation tools developed and adapted to the Yemen’s specific humanitarian field requirements.
- Align M&E approaches to be used in Yemen by WHO partners, including donors, implementing partners (NGOs, CSOs) and Third-Party monitors (TPM).
Deliverable 1.1: Guidance Note on M&E system/framework for WCO Yemen humanitarian programmes/projects developed and submitted at the end of the consultancy period.
Deliverable 1.2: Standard monitoring and evaluation tools for use by WCO Yemen M&E teams and partners developed.
Deliverable 1.3: All WCO Yemen and partner M&E team members trained on the use of M&E systems/frameworks and tools.
Output 2: Provide technical guidance on the process of:
- identification of set of indicators (baselines and targets) for WHO Yemen strategic planning, including but not limited to, Strategic Preparedness and Response Plan (SPRP), Humanitarian response plan (HRP), and humanitarian nexus programmes.
- supporting the RPM unit and Technical Teams to review and optimize indicators established for WCO Yemen programmes/projects
Deliverable 2.1: Set of indicators to monitor humanitarian programmes/project implementation progress developed and made available.
Planned Timelines:
The consultancy will span on a period of three months, based on the consultant’s availability, and will include home based tasks and an estimated 3-4 weeks of field deployment inside Yemen to carry out the following tasks:
- M&E needs assessment
- Capacity building/training of PME staff
- Review and strengthening the existing M&E systems
Qualifications, experience, skills -, and languages
Educational Qualifications:
Essential: An advanced university degree in public health related field from a recognized university.
Desirable: Certificate in M&E or experiences and specialized trainings in the M&E of health emergency programmes
Experience:
Essential: at least 7 years of proven experience in designing and implementation of M&E strategies, methodologies and tools at international level including experience in public health programmes in an emergency context.
Desirable: Prior working experience in UN system and recognized international development/humanitarian agency.
Skills/Knowledge:
- Analytical abilities and skills, identify and evaluate available options
- Project management skills
- Facilitation skills to plan and lead brainstorming sessions and workgroups, ability to simplify complex ideas
- High communication skills, ability to speak local language (Arabic for the context of Yemen)
- Knowledge of WHO mandate in emergencies
Languages and level required (Basic/Intermediate/Expert):
Excellent knowledge of English and Arabic is a must.
Location:
The assignment involves a mix of home-based tasks and field work to be delivered in different locations Amman (Jordan), Aden and Sana’a (Yemen) depending on visa issuance. The WCO will facilitate the process of visa requests, but the selected consultant is the primary responsibility for obtaining the required visas. onboard.
Travel:
The Consultant is expected travel to Amman, Sana’a and Aden ( YEMEN ), an estimated schedule of movement will be discussed after enrolment
Remuneration and budget (travel costs are excluded):
- a. Remuneration: Band level B(higher end) – USD 9,000/month
