Duties and Responsibilities Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. The Global Environment Facility (GEF) provided funding for Iraq to develop the National Implementation Plan (NIP) for the Stockholm Convention on Persistent Organic Pollutants (POPs). UN Environment Programme (UNEP) West Asia Office is the executing agency for the projects and will provide the necessary technical assistance to Iraq to fulfil the NIP requirements, serve as a platform for information and experience sharing at the regional level and enhance support to awareness and decision making leading to the protection of human health and the environment. This TOR is for an international chemicals consultant to provide technical support for the testing and analysis of suspected Polychlorinated Biphenyl (PCBs) contaminated equipment. The Consultant will report to the activity leader on chemicals in West Asia Office and work closely with the Project Management Unit and technical Working Groups established with the support of the Ministry of Environment in Iraq.

Duties and Responsibilities: The Consultant will carry-out the following duties & responsibilities: 1) Technical and Practical support in the evaluation of potentially PCBs contaminated equipment. a. Prepare a sampling plan for the evaluation of potentially PCBs contaminated equipment in Iraq. b. Prepare and conduct workshop on sampling of potentially PCBs containing electrical transformers and capacitors c. Assist the national team in the collection of samples of potentially PCBs containing electrical transformers and capacitors in identified areas of Iraq d. Reflect the results of the analysis of the testing of samples conducted in the current PCBs inventory for Iraq e. Update the PCBs action plan for Iraq based on the results of the analysis conducted.

Qualifications/special skills Academic Qualifications: Advanced degree in natural sciences, environmental sciences, engineering, waste management, or economics, preferably related to chemicals management is required. Experience: PROFESSIONAL: - Minimum of 8 years’ experience of working on the national level with chemicals management

SPECIAL KNOWLEDGE AND SKILLS: - Understanding of legislation in the area of the environment and chemicals management, Chemicals MEAs, relevant to the assignment. - Familiarity with chemicals conventions and their compliance frameworks - Practical Experience in PCBs POPs testing and analysis procedures Language: Proficiency in English is required, and Arabic is an asset.
