Strategic Partnerships Pillar within the External Relations Unit

At the regional office, the Strategic Partnerships Pillar is one of the three functional pillars of the External Relations unit (covering regional Partnerships & RM, Advocacy and Communications). The Strategic Partnerships Pillar focuses on building partnerships with bilateral partners as well as private sector entities, non-profit organizations, and the media. In addition, the Strategic Partnerships team supports country offices with their private sector fundraising and engagement efforts and helps build their resource mobilization capacity.

Duties and Responsibilities

The Partnerships Advisor will work closely with the OIC/Head of External Relations on the Regional Partnerships and Resource Mobilization Strategy, particularly in revisions and if needed on ensuring the roll-out. This strategy covers UN Women ROAP’s engagement with the private sector, bilateral partners, IFIs as well as regional advocacy and communications outreach. The Advisor will also work with both the Head of External Relations and the Strategic Business Analysis – International Consultant on the unit’s inputs to the new Regional Strategic Note (SN). To this end the advisor will perform the following tasks:

  • Provide recommendations and inputs to the new Regional Strategic Note (2022-2025) based on regional funding trends and performance, advocacy campaigns and communications initiatives.
  • During the transition period of the change in leadership for the External Relations unit, act as the main focal point on the Regional SN. Once the OIC (Officer-in-Charge) Head of External Relations is in place, ensure a smooth transition of inputs and work done for the Regional SN.
  • As needed, act as the focal point on the Regional Partnerships and RM Strategy for the Regional Director, especially in the absence of the OIC/Head of External Relations.
  • Undertake analyses of existing and newly developed private sector partnerships to establish their relevance, scope, spirit, objectives, and action plans.
  • Under the guidance of the OIC/Head of External Relations and on the basis of but not limited to the above, ensure any revisions are made to the Regional Partnerships and Resource Mobilization strategy, especially within the new Regional SN development process. The Advisor will also set forth a clear, coherent and consistent framework for engagement with partners (public and private), a roadmap for fundraising income growth, and ensuring that Advocacy and Communications strongly articulate UN Women’s brand, visibility and voice in the region.
  • Ensure the External Relations unit is regularly updated of opportunities to further deepen our engagement with bilateral partners, especially those based in Bangkok.
  • Provide business intelligence, strategic guidance and support for bilateral partnership meetings that may be held during the period of the contract.

  • Substantive inputs and recommendations for the Regional Strategic Note (as it pertains to External Relations strategies and initiatives)
  • Strategic advice and recommendations provided to the Regional Director, especially during the transition period of the change in leadership for the External Relations unit
  • Recommendations on deepening our engagement with bilateral partners
  • Business intelligence and strategic support for bilateral partnerships as needed
  • Recommendations and advice on other External Relations functional pillars such as Advocacy and Communications, especially on streamlining work and ensuring better integration of functional pillars

Required Skills and Experience

Education:

  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • 7 years of relevant experience with proven experience of developing a fundraising and partnerships strategy.
  • Experience of working on advocacy and communications campaigns and strategies within an international organization is desirable.
  • Demonstrated commitment to gender equality and women’s empowerment is essential.
  • Experience working in or with developing countries is an advantage.

Language requirement:

  • Proficiency in English. Working knowledge of another UN language is desirable.

Contract period and work location

The duration of the retainer is 12 months, starting on 28 February 2022 to 27 February 2023.

The consultant will be home-based and working remotely for the UN Women Regional Office for Asia and the Pacific.
