You have:

1.Purpose of consultancy
To on behalf of WCO / Angola, provide quality technical assistance to the Luanda Provincial Directorate of Public Health (DPSP) for the effective leadership, management and coordination of the planning, implementation, and monitoring / evaluation of Covid19 vaccination scaleup towards reaching the 70% global coverage target by June 2022
2.Background
(Please briefly describe why the work is needed and the context)
With the support of the COVAX facilities, Angola received its first batch of Covid19 vaccines in March 2021. Due to the global scarcity of vaccines at the initial stage, the objective of the National Deployment and Vaccination Plan (NDVP) was to vaccinate at risk populations (health and Social workers, the elderly, persons with comorbidity), which constitute 20% of the total populations. However, with increased availability of vaccines since Q3 & 4 / 2021, the target population for vaccination was revised to include persons 40 years and above and recently all persons above 12 years.
The country adopted the strategy of mass vaccination using “high-impact” vaccination centers that saw significant increase in the daily rate of vaccination from September 2021 through to January 2022. As of March 2022, one dose of a Covid19 vaccine has been administered to 11.2 million persons, which constitute 34% of the total population. About 6 million persons (18% of the total population) are currently fully vaccinated, while approximately 48% of persons remain only partially vaccinated and may not be protected against the virus. However, the daily vaccinate rate has since dropped significantly since end Jan 2022 with most of the vaccination center empty. Due to the decline in the daily vaccination rates, only 17.3 million doses (48%) of the total 37.7 doses of vaccines were administered in Mar 2022 compared to 90% of doses received and administered in November 2021. Some of these vaccines which arrived in the country with short shelf lives risk expiring if efforts are not urgently made to increase vaccine uptake. As part of efforts to scaleup Covid19 vaccination in Angola, WCO will recruit an experienced international consultant to provide technical assistance to the Luanda Provincial Directorate of Public Health / Ministry of Health, Angola.
3.Deliverables

Deliverable 1: Macro plan for Covid19 mass vaccination campaigns in Luanda province finalized by Mid-May 2022
Deliverable 2: Covid19 mass vaccination campaign micro plans for all 10 municipalities in Luanda province finalized by end May 2022
Deliverable 3: Funds for the planning and implementation of mass vaccination campaign disbursed to all 10 municipalities by early May 2022
Deliverable 4: Covid19 vaccination guides and manuals deployed to all 10 municipalities by Mid May 2022
Deliverable 5: Daily vaccination coverage, vaccines consumption and bottlenecks compiled, analyzed and presented through a dashboard and bulletin and shared with WCO – daily throughout the campaign rounds
Deliverable 7: Mission report with key findings and recommendations submitted to WCO by November 2022.

Consultant may be required to travel to priorities municipalities to support campaign monitoring during rounds of campaign in June and July 2022
